WHEREAS, adequate hurricane refuge space is in critically
short supply in the hurricane vulnerable Florida Keys; and
WHEREAS, the construction of new buildings by Monroe County
is contemplated; and
WHEREAS, these new County-owned buildings could help allevi-
ate the shortage of hurricane refuges if the buildings are con-
structed to withstand a category five hurricane; and
WHEREAS, a category five hurricane is defined by the Saffir-
Simpson Hurricane Scale as having sustained winds in excess of
155 mph. This equates to the "fastest mile" wind speed of approxi-
mately 170 mph; and
WHEREAS, all of Monroe County is located in a floodplain and
subject to a one percent (1%) chance in any given year that flood-
waters may reach or exceed the base flood elevation; and
WHEREAS, estimates of flood heights are subj ect to various
errors and climatic conditions; and
WHEREAS, Monroe County is subj ect to storm surge in high
hazard velocity zones; NOW THEREFORE
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA THAT:
Section 1. All new habitable buildings (2,000 sq. ft. or
more in area) owned by and constructed for use by Monroe County
shall be designed and constructed so that they can withstand a
category five hurricane and thereby serve as additional public
refuge of last resort facilities.
Section 2. Monroe County Code Section 6 -16 (c) mandates the
use of the wind design requirements of ASCE Standard #7. There-
fore, these new County-owned buildings constructed for use by
Monroe County shall be designed and constructed so as to incorpo-
rate ASCE Standard #7 using a minimum design fastest mile wind
speed of 170 mph.
Section 3. All new County-owned buildings constructed for
use by Monroe County and elevated on columns must meet the same
engineered support and foundation design required for V-zone
construction in accordance with Division 6, Section 9.5-317(5) (c).
Section 4. All new County-owned buildings constructed for
use by Monroe County and elevated by fill must be constructed on
properly designed and compacted fill (ASTM D-698 or equivalent)
that extends beyond the wall before dropping below the base flood
elevation and has appropriate protection from erosion and scour.
The design of the fill or the fill standard must be approved by a
Florida registered engineer.
Section 5. All new County-owned buildings constructed for
use by Monroe County and located within zones VE shall be con-
structed so that the bottom of the lowest horizontal structural
member is greater than one (1) foot above the base flood eleva-
tion.
Section 6. All new County-owned buildings constructed
use by Monroe County and located wi thin zones AE shall be
structed so that the finished floor is greater than one (1)
above the base flood elevation.

Section 7. The Clerk of the Board is hereby directed to
forward one (1) certified copy each of this Resolution to the
Division of Growth Management, the Division of Public Safety, and
the Florida Division of Emergency Management.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
