RESOLUTION 364 -2000
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY,
FLORIDA AUTHORIZING AN EXTENSION OF FUNDING, IN THE FORM OF A LOAN, FROM
MONROE COUNTY'S STATE HOUSING INITIATIVES PARTNERSHIP (SHIP) PROGRAM IN
SUPPORT OF AFFORDABLE HOUSING INITIATIVES AT POINCIANA PLAZA HOUSING.
WHEREAS, the City of Key West has executed a License Agreement with the U.S. Department of the
Navy for Poinciana Plaza containing 220 units of housing, and;
WHEREAS, the Key West Housing Authority has executed a sub-lease with the City of Key West to
rehabilitate, maintain and operate Ponciana Plaza Housing as affordable housing, and;
WHEREAS, the Monroe County Board of County Commissioners adopted Resolution 320-1998
providing for a $20,000 loan from Monroe County's State Housing Initiatives Partnership (SHIP)
Program, Fund 153, in support of the City of Key West's affordable housing initiative at Poinciana Plaza
Housing, and;
WHEREAS, the said loan is currently due and payable, and;
WHEREAS, the Key West Housing Authority has requested an extension of the loan for a period of
twelve months in order to continue to successfully renovate, maintain and operate Poinciana Plaza
Housing;
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Monroe County,
Florida, that the County hereby:
Approval of the attached Promissory Note providing for the extension of a loan to the Key West
Housing Authority, on behalf of the City of Key West, in the amount of $20,000.00 for a period of
twelve months in support of the City of Key West's affordable housing initiative at Poinciana Plaza
Housing; authorization of mayor to execute same;
PASSED AND ADOPTED, by the Board of County Commissioners of Monroe County, Florida at a
regular meeting on said Board on the 20th day of Septembe,rA.D., 2000

PROMISSORY NOTE

PROPERTY ADDRESS:
Poinciana Plaza Housing, Key West, Florida
FOR V ALUE RECEIVED, the undersigned, an authorized representative ofthe Housing Authority of
the City of Key West, Florida, acting as the City of Key West's Sub Licensee for the U.S. Navy's real
property known as Poinciana Plaza Housing, promises to pay the Monroe County, Fund 153, State
Housing Initiatives partnership (SHIP) Program, the principal sum of Twenty Thousand Dollars
($20,000.00)
This Note shall be effective upon the date of acceptance by the Board of County Commissioners,
Monroe County, Florida
Said funds are to be paid in full on or before September 15.2001 to Fund 153, Monroe County SHIP
Program from rental revenues derived through the interim License Agreement with the U.S. Department
of the Navy and/or subsequent grant funds eligible to be used for reimbursement of the required physical
improvements.
The Housing Authority of the City of Key West, Florida, as the Sub Licensee, shall not be responsible
for repayment of these funds should any condition of the License Agreement or rental market not allow
for recovery of these funds under the License Agreement.

WHEREAS, such interim use will allow occupancy of existing dwelling units for a7TOrdSBle
housing rental purposes; and
WHEREAS, City Resolution 98-287 has requested SHIP funding in the amount of
S20,OOO.00 in the form of a promissory note as a portion of initial City's Initial $120,000,00
commitment; and I
WHEREAS, this request meets the local and state requirements of the SHIP under the
approved Rental Strategy in furthering affordable housing opportunities.
NOW THEREFORE BE IT RESOLVED THA T THE BOARD ?F COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA HEREBY APPROVES:
Section 1. The attached promissory note executed by the City of Key West's Sub-
Licensee, The Housing Authority of the City of Key West, Florida, In the amount of $20,000 from
Fund 153. SHIP Program.
Section 2. The SHIP Administrator Is authorized to transfer these funds to the
Key West Housing Authority's Poinciana Plaza Housing Account.
Section 3. The SHIP Administrator shall subsequenHy provide all necessary SHIP
affordable housing compliance as required by the Florida Administrative Rule 67-34.

funds eligible to be used for reimbursement of the required physical improvements.

of Key West, Florida as the Licensee, shall not be responsible for repayment of these
funds should any condition of the License Agreement or rental market not allow for
recovery of these funds under the License Agreement.
