Special Meeting
Board of County Commissioners

Key West
A special meeting of the Board of County
Commissioners convened on the above date. Present and
answering to roll call were Commissioner Alison Fahrer,
Commissioner William Freeman, Commissioner John Stormont,
Commissioner Ed Swift, and Mayor Wilhelmina Harvey. Also
present were Danny L. Kolhage, Clerk; Lucien Proby, County
Attorney; Calvin Allen, Assistant County Attorney; Robert
Bensko, Grants Writer; members of the Press and Radio; and
the general public.
PUBLIC HEARINGS
Mayor Harvey advised that this special meeting was
called for Public Hearings on the Department of Community
Affairs Small Cities Community Development Block Grant
Program.
The first Public Hearing at 10:00 a.m. concerned
Neighborhood and Commercial Revitalization Categories. Mr.
Robert Bensko, Grants Writer, addressed the Board concerning
some of the Program conditions and requirements. Mayor
Harvey called for public participation and received no
public response. Motion was made by Commissioner Swift and
seconded by Commissioner Freeman to continue this Public
Hearing to January 7th at 10:00 a.m. in Key West at 310
Fleming Street. Motion carried unanimously.
The second Public Hearing at 10:45 a.m. concerned
the Housing Category. Mr. Bensko addressed the Board con-
cerning the conditions and requirements of this Grant
Program and indicated that it could be used for rehabilita-
tion, demolition, relocation, energy -efficiency improve-
ments, Code enforcement, historic preservation, and
complementary activities. Upon the call for public input,
Mr. Lawrence Johnson, a member of the Advisory Committee and
a resident of the Hibiscus Park area, addressed the Board
concerning conditions in the area and the need for a
Revitalization Program and indicated strong community sup-
port for such a program in the Hibiscus Park Area. There
being no further public input, motion was made by
Commissioner Fahrer and seconded by Commissioner Freeman to
continue the Public Hearing to January 7th at 10:00 a.m. in
Key West at 310 Fleming Street in the downstairs Courtroom.
Motion carried unanimsouly with Commissioner Swift being
absent from the meeting.
There being no further business, Mayor Harvey
adjourned the meeting.
