A special meeting of the Board of County
Commissioners convened on the above date to discuss the pro-
posed retention ponds on the Marathon Airport property in
connection with the four-laning of U. S. 1. Present and
answering to roll call were Commissioner Alison Fahrer,
Commissioner William Freeman, Commissioner John Stormont,
Commissioner Ed Swift, and Mayor Wilhelmina Harvey. Also
present were Danny L. Kolhage, Clerk; Kermit Lewin, County
Administrator; Lucien Proby, County Attorney; Art Skelly,
Airport Manager; Mr. Langley of FAA; Mr. Helbling of DER;
Dr. John Goodknight and Mr. John Tayor of FDOT; Mr. Robert
Harris of Post, Buckley, Schuh & Jernigan, Inc.; members of
the Press and Radio; and the general public.
All stood for the Invocation and Pledge of
Allegiance to the Flag.
Mr. Harris addressed the Board and provided a sum-
mary of the actions leading up to the project which would
place two retention ponds on the Marathon Airport property
for the purpose of draining storm water from the entire
length of the four-laning in the Marathon area and the
corresponding swap of right-of-way adjacent to the Marathon
Airport from DOT to Monroe County. Board members and
several members of the general public questioned Mr. Harris,
Dr. Goodknight, Mr. Taylor, and Mr. Helbling of DER con-
cerning the project.
Mr. Langley of FAA addressed the Board concerning
the value of the exchange of properties between DOT and
Monroe County and the potential for reimbursement from FAA
for the difference in value of the properties exchanged.
Mr. Bill Daniels of the Future Direction of
Marathon addressed the Board, indicating that it was the
position of that organization that the Board of County
Commissioners should not do anything to delay the four-
laning project in Marathon. Mr. Bob Ernst and several other
interested citizens also addressed the Board concerning the
project.
Mayor Harvey indicated that the Board had pre-
viously given full and complete approval of going forward
with the four-laning project without delay and that no
further action was necessary.
The Board then heard from Mr. Charles Siemon of the
County's Consulting Firm concerning the proposed dates for
the future Workshops, Public Hearings and Special Meetings
of the Board of County Commissioners. After extensive
discussion, it was decided that the Board would approve and
set the new dates for the schedules at their meeting in Key
West on Friday, May loth.
There being no further business, the meeting was
adjourned.
