Marathon
A special meeting of the Board of County
Commissioners convened at 3:00 p.m. on the above date at the
Marathon Subcourthouse. Present and answering to roll call
were Commissioner William Freeman, Commissioner John
Stormont, and Mayor Pro Tem Fahrer. Also present were Danny
L. Kolhage, Clerk; Susan Vernon, Assistant County Attorney;
Charles Siemon, Wendy Larsen and Lane Kendig, Planning
Consultants; County staff; members of the Press and Radio;
and the general public.
Mayor Harvey arrived at the meeting and assumed the
Chair at approximately 3:15 p.m. Commissioner Swift arrived
at 4:20 p.m.
The Board entered into a general discussion of cri-
teria for Commercial Fishing Areas. Commissioner Stormont
addressed the Board and discussed a proposed Home
Occupational License concept concerning commercial fishing
in residential areas. Mr. Bill Moore of O.F.F.and Ray
Allen, attorney representing O.F.F., discussed the proposed
Home Occupational License concept. After discussion, motion
was made by Commissioner Fahrer and seconded by Commissioner
Swift that permitted as of right in all residential areas,
Home Occupational Commercial Fishing means the use of a
residential parcel of land including any contiguous property
in common ownership by a resident of the property for the
docking of commercial fishing vessels owned and operated by
the resident of the property parallel to the shoreline
within the boundary line of the property, the non -mechanical
off-loading of catch, the storage of not more than ten (10)
traps during the off season provided that the traps are
screened from any adjacent residential use, and the seasonal
loading and off-loading of fishing equipment including traps
during a period of three weeks before and three weeks after
the opening and closing of any fishing season, provided that
the owner or operator of the commercial enterprise is the
holder of a valid Occupational License from the County of
Monroe. The following persons spoke concerning this matter:
Pam Martin of Upper Keys O.F.F., John Dutton of Marathon, L.
B. Pokorski of Big Pine, Stan Becker of Little Torch Key and
Curtis Mobley of Lower Matecumbe. Roll call vote was unani-
mous.
Motion was made by Commissioner Stormont and
seconded by Commissioner Fahrer directing the County
Attorney to prepare an Ordinance amending Chapter 12 of the
Monroe County Code to provide for a Commercial Fishing
Occupational License Tax. Roll call vote was unanimous.
Motion was made by Commissioner Swift and seconded
by Commissioner Freeman that the Non -Conforming Use Section
of Volume II be amended to establish the legal rights of the
existing grandfathered commercial fishing uses under
Ordinance 020-1980, that they will be allowed to continue
until those rights are extinguished under the terms of the
Ordinance, and also that the County will move immediately to
update the Grandfather List. Roll call vote was unanimous.
Motion was made by Commissioner Fahrer and seconded

by Commissioner Swift to delete the CFR Category from Volume
II. Shirley Larsen of Key Largo addressed the issue.
Motion carried unanimously.
Mayor Harvey called for a Special Meeting of the
Board of County Commissioners for July 17th at 1:30 p.m. in
Marathon to continue the discussionof Commercial Fishing
Areas. Ethel Davis of Big Pine, Dick Holmes of Big Pine,
Pam Martin of Upper Keys O.F.F., and Bob Powell of Lower --
Matecumbe addressed the Board.
There being no further business, the meeting was
adjourned at 6:00 p.m.

A special meeting of the Board of County
Commissioners convened at 7:10 p.m. on the above date.
Present and answering to roll call were Commissioner Alison
Fahrer, Commissioner William Freeman, Commissioner John
Stormont, and Mayor Wilhelmina Harvey. Commissioner Ed
Swift entered the meeting at approximately 7:30 p.m. Also
present were Danny L. Kolhage, Clerk; Susan Vernon,
Assistant County Attorney; Planning Consultants; County
staff; members of the Press and Radio; and the general
public.
Mr. Siemon addressed the Board and recommended that
the Board on Tuesday, July 2nd, vote to transmit the Draft
Plan and Maps subject to an understanding that the changes
contained in a memorandum from the Planning Department dated
June 26, 1985 would be accomplished.
Mayor Harvey recognized Dr. John DeGrove of the
Department of Community Affairs who was in the audience.
The following individuals spoke: Joan Tucker, Al
Damron, Alain dePierrefeu, Pat Doerr, Sandy Barrett, Stanley
Becker, Sue Abbott, Curt Blair (speaking for Mr. Limblat
(Seacamp), Irene Hooper, James Kyle, Bob Ernst (President of
the Middle Keys Citizens Association), Pam Martin of Upper
Keys O.F.F., George Kundtz of Key Colony Beach and the
Middle Keys Citizens Association and the Florida Keys
Citizens Coalition, and Marvin Payne of Marathon.
There being no further business, the meeting was
adjourned.
