Special Meeting
Board of County Commissioners
Monday, August 5, 1985
Marathon
A Special Meeting of the Board of County
Commissioners convened on the above date at 9:00 a.m, at
George Dolezal/Monroe County Library in Marathon. Present
and answering to roll call were Commissioner William
Freeman, Commissioner John Stormont, and Mayor Wilhelmina
Harvey. Absent from the meeting were Commissioner Alison
Fahrer and Commissioner Ed Swift. Also present were Danny
L. Kolhage, Clerk; Kermit Lewin, County Administrator;
James Matthews, Finance Director; Peter Webber; County
staff; members of the Press and Radio; and the general
public.
The Board discussed the following Budgets for
Fiscal Year 1985-86:
Welfare Administration
Maintenance of Equipment was reduced by $500.00.
Communications to $4,500.00.
Office Supplies was reduced by $500.00.
Welfare Services
No action was taken.
County Home
Utilities was reduced by $4,000.00.
Capital Outlay was reduced by $5,000.00.
Transportation
Gas, Oil and Lubricants to $7,600.00.
Unemployment Compensation reduced by $800.00.
Grant Matches
The Board discussed various allocations for Grant
Matches in the succeeding fiscal year. No action.
Key West Airport
Gas and Oil was reduced by $500.00.
Auto Allowance and Travel was reduced by $1,000.00.
Utilities was increased by $2,500.00.
No action.
Library
Legal Aid
Laura Schaeffer addressed the Board and presented
some information. No changes.
The Board recessed for lunch.

The Board reconvened at 1:40 p.m.
Mel Levitt addressed the Board once again con-
cerning the request of Hospice of the Florida Keys for
funding in Fiscal Year 1985-86 and a proposed Budget of
$98,869.00. No action.
Municipal Services District
The Board discussed the MSD Budget. Motion was
made by Mayor Harvey and seconded by Commissioner Freeman
that the franchisees be required to reschedule their routes
as deemed appropriate by the Manager of MSD. Roll call vote
was unanimous.
Dr. Keith D'Amato of Lower Keys Mental Health
Clinic, Dr. Richard Matthews of Upper Keys Mental Health
Clinic, and Dr. David Rice of Middle Keys Mental Health
Clinic addressed the Board concerning their requests for
funding in Fiscal Year 1985-86. Peter Webber advised the
Board that the appropriation for Lower Keys Baker Act
Transporation should have been included in the amount of
$24,405.00. No further action.
The Board then discussed Special District Budgets -
Fire and Ambulance - as amended by Reggie Paros. No action.
The Board of County Commissioners then adjourned
and the District 2 Board of Governors, consisting of
Commissioner William Freeman, Commissioner Russell Radom,
and Mayor Wilhelmina Harvey, convened. They discussed the
proposed Budget for Municipal Service District 2 for Fiscal
Year 1985-86. No action.
There being no further business, this meeting was
adjourned and the next meeting was announced for August 6th
at 9:00 a.m. in Key West.
