NONH'ri/'{' 'i1~~~~9~AMS WHICH ASSIST OLDER AMERICANS
WHEREAS, 24% of the Monroe County population is age 60 or over, and
WHEREAS, the Chairman of the House Labor/DHHS Appropriations Subcommittee
has recommended cuts to the Older Americans Act of over $100 million dollars from
current funding levels, and
WHEREAS, this proposal would cut the Title III-B (Supportive Services) program by
$15.3 million in FY96, and
WHEREAS, the proposal would cut Title III-C1 (Congregate Males) program by
$18.8 million in FY96, and
WHEREAS, the proposal would cut Title III-C2 (H/HD Meals) program by $4.7 million
in FY96, and
WHEREAS, the proposal would cut Title VI (Grants to Native Americans) program
by $800 thousand in FY96, and
WHEREAS, the proposal would cut the Federal Program Administration by $1.2
million in FY96, and
WHEREAS, the proposal would cut Title III-F (Preventative Health) program by $16.9
million, the entire program, in FY96, and
WHEREAS, the proposal would cut Title IV (Research and Demonstration) program
by $25.6 million, the entire program, in FY96, and
WHEREAS, the proposal would cut Title VII (Ombudsman) program by $4.4 million,
the entire program, in FY96, and
WHEREAS, the proposal would cut WHCoA program by $3 million, the entire
program, in FY96, and
WHEREAS, the proposal would cut the Federal Council on Aging program by $200
thousand, the entire program, in FY96, and
WHEREAS, there is also proposed a decrease in the appropriation for Title V of the
Older Americans Act (Senior Community Service Employment) by $6 million, in FY96, and
WHEREAS, there is a proposal for reduction of the National Senior Volunteer Corps
Foster Grandparents program by $10.2 million in FY96, and
WHEREAS, there is a proposal for reduction of the National Senior Volunteer Corps
Senior Companion program by $4.7 million in FY96, and
WHEREAS, there is a proposal for reduction of the National Senior Volunteer Corps
RSVP program by $5.4 million in FY96, and
WHEREAS, funding is to be included for a community service block grants at $389
million, and
WHEREAS, there is a proposal for no funding to Low Income Energy Assistance
(L1HEAP) program in FY96, and
WHEREAS, Monroe County participates in the following programs:
Title III-B, Title III-Cl. Title III-C2, Title III-D, Title VI, Federal Program Administration,
Title III-F, Title VII WHCoA, and Federal Council on Aging, and
WHEREAS, the proposed cuts would have a drastic impact on the Monroe County
Social Service Department and social services available from non-profit organizations to
a significant portion of the County's population; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA
Section 1. The Board of County Commissioners urges you, as an elected
official, to thoroughly examine the detrimental effect these proposed cuts would have
on the most densely populated state in the union for vulnerable elders living on fixed
incomes and that you carefully study the proposed alternatives to these devastating
reductions before casting your vote to alter forever the lives of our nation's elders and
Florida's most vulnerable.
Section 2.
The Board hereby directs the Clerk of the Board to forward certified
copies of this Resolution to the legislators designated in Exhibit A attached hereto and
incorporated herein.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a regular meeting of said Board held on the 15th day of
August
