Ordinance 008-1987 Louis LaTorre, Director Social Services ORDINANCE NO. 008 -1987 AN ORDINANCE DECLARING THAT AN EMERGENCY EXISTS; WAIVING NOTICE BY A FOUR-FIFTHS VOTE; PROVIDING THAT THE COUNTY COMMISSION IS AUTHORIZED TO WAIVE, BY RESOLUTION, THE ELIGIBILITY REQUIREMENTS AND AMENDING THE REIMBURSEMENT PROCEDURES OF THE COUNTY EDUCATIONAL ASSISTANCE PROGRAM SECTION 2-59, MONROE COUNTY CODE IN REGARD TO THE APPLICA- TION OF SAID REQUIREMENTS AND PROCEDURES TO CERTAIN CLEARLY DEFINED CATEGORIES OF MONROE COUNTY EMPLOYEES; PROVIDING FOR SEVERABILITY; PROVIDING FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE; PROVIDING FOR INCORPORATION INTO THE MONROE COUNTY CODE; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, it is in the best interest of, and promotes the general welfare of, Monroe County, Florida, that the County provide financial assistance to County employees for educational courses which are applicable to the employees' field of work, or of such nature and quality to directly contribute to the employ- ees' value and potential growth in the County service; and WHEREAS, it is from time to time desirous that there be flexibili ty in the implementation of the County's Educational Assistance Program; now, therefore, BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that: Section 1. Pursuant to F.S. 125.66, an emergency is hereby declared and notice waived by a four-fifths vote. Section 2. Section 2-59 of the Monroe County Code is hereby amended by the addition of the following: 2-59(g) The County Commission may, when it is deemed in the best interest of the County, by resolution, waive or amend the eligibility requirements and reimbursement procedure of this program. Section 3. If any section, subsection, sentence, clause or provision of this Ordinance is held invalid, the remainder of this Ordinance shall not be affected by such invalidity. Section 4. All ordinances or parts of ordinances in conflict with this Ordinance are hereby repealed to the extent of said conflict, Section 5. The provisions of this Ordinance shall be included and incorporated in the Code of Ordinances of the County of Monroe, Florida, as an addition or amendment thereto, and shall be appropriately renumbered to conform to the uniform numbering system of the Code. Section 6. This Ordinance shall take effect when a certified copy of this Ordinance has been accepted by the postal authorities of the Government of the United States for special delivery by registered mail to the Secretary of State of the State of Florida.
