RESOLUTION NO. 192-1989
A RESOLUTION OF THE BOARD OF COUNTY COMMIS-
SIONERS OF MONROE COUNTY, FLORIDA, GRANTING
PERMISSION FOR PUBLIC RECREATIONAL ACCESS
OVER COUNTY-OWNED LANDS LOCATED IN THE SALT
PONDS IN KEY WEST, MONROE COUNTY, FLORIDA,
AND CREATING A BIRD SANCTUARY IN SAID SALT
PONDS IN MEMORY OF COMMANDER WILLIAM H.
"BILL" WESTRAY.
WHEREAS, the Salt Pond Action Plan of the Friends of
Florida, Inc. calls for greatly expanding the recreational
facilities of Key West by obtaining use of mostly unused public
lands in the Salt Ponds area, and
WHEREAS, the Salt Pond Action Plan, which is supported by
the Department of Natural Resources, the City of Key West and the
United States Navy, was designed to show how parcels of public
land in the Salt Ponds area can be connected together to function
as a viable public park in order to meet Key West's growing
recreational needs, and
WHEREAS, Audubon visited the Salt Ponds, which are still an
important bird habitat today, and
WHEREAS, Commander William H. "Bill" Westray, an environ-
mentalist extraordinary, fought for beaches, shorelines, flora
and fauna, and helped preserve the Salt Ponds and its bird
habitat, and
WHEREAS, Friends of Florida, Inc. desires that Monroe
County, which owns most of the historic western salt pond, grant
permission and allow public recreational access over the parcels
of land owned by the County that are located in the Salt Pond
area, and
WHEREAS, Friends of Florida, Inc. also desires that parcel
"c" as shown on the Salt Pond Action Plan Map be designated as a
Bird Sanctuary in memory of Commander William H. "Bill" Westray,
and
WHEREAS, Monroe County desires to support said Salt Pond
Action Plan by allowing public recreational access over parcels
of land owned by the County that are located in the Salt Pond
area and by creating a Bird Sanctuary in said Salt Ponds in
memory of Commander William H. "Bill" Westray, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, as follows:
Section 1. The Board hereby grants permission and allows
public recreational access over parcels of land owned by the
County that are located in the Salt Pond area.
Section 2. The Board hereby creates a Bird Sanctuary in the
area known as the Salt Ponds, located in Key West, Monroe County,
Florida, designated as Parcel "c" in the Salt Ponds Action Plan
Map, a copy of which is attached hereto, in memory of Commander
William H. "Bill" Westray and his sincere efforts and dedication
in preserving the Salt Ponds and its bird habitat.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
