WHEREAS, the State of Florida now ranks as the fastest
growing state in the union, and the fourth most populous state,
and
WHEREAS, this massive growth has brought with it certain key
concerns, especially including the need for jobs and economic
development, and
WHEREAS, the Beacon Council was formed several years ago to
foster economic development in several respects, and more
recently formed the Dade County Economic Research Foundation, a
SOl-C-3 not-for-profit corporation, to assist with these purposes
through various research and academic tasks, including studies,
data collection and analysis, and
WHEREAS, among the first and most important projects
identified as a priority by the Foundation is the need for an
accurate and current collection of baseline data, not available
from any source, including such information as numbers of
businesses,
size of workforce, number of persons seeking
employment, skill pools, resources available to assist business
development; focusing especially on minority populations and the
substantial number of new residents not included in census or
other reports, and
WHEREAS, access to such information is the basis for
successful economic development and is important also for policy
decisions made by government entities, and
WHEREAS, the Foundation has designed a program to accumulate
such baseline data into a single, current and thorough document
and to make the material available to businesses, government and
other agencies who might have use for it, and
WHEREAS, due to the broad impact of the "Database" Project,
and the implications for similar work to be done in other areas
of Florida towards fostering economic development, the Foundation
has requested half of the necessary funding, or $125,000 of the
total $250,000, from the Legislature with the commitment to
obtain the balance from private sources, including foundations,
and
WHEREAS, the Board of County Commissioners of Monroe County,
Florida, desires to express its support for the efforts of the
Dade County Economic Research Foundation and to encourage the
State Legislature to provide the funding sought by said
Foundation, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
