WHEREAS, the Florida Department of Environmental Protection has
awarded Monroe County, Florida a Litter and Marine Debris Prevention Grant
Award in the amount of $9,582.00, and;
WHEREAS, the Board of County Commissioners authorize the submittal of
the grant application and acceptance of Grant Agreement simultaneously
from the Department of Environmental Protection, and;
WHEREAS, the Florida Department of Environmental Protection has
issued Grant Agreement LM94-44 as part of the grant awards, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY,
FLORIDA, that;
The Board authorizes the Mayor to have signature authority on the
Department of Environmental Protection Grant application and agreement
and authorizes the County Administrator to have signature authority on
payment requests, and that;
2. This resolution recognizes the pass-through funding of this grant, on a
reimbursement basis to Clean Florida Keys, Tnc., a local affiliate of
Keep Florida Beautiful, Inc. (KFB).
3. This resolution shall go into effect immediately upon its passage and
adoption and authentication by the signatures of the presiding Officer
and Clerk of the Commission.
PASSED AND ADOPTED by the Board of County Corrmissioners of Monroe
County, Florida, at a regular meeting of said Board held on the 16th day
of February, A.D. 1994.

LITTER AND MARINE DEBRIS PREVENTION GRANT
A. GENERAL CONDITIONS:
1. The method of payment will be on a reiabursement basis only.
The affective date of this grant will be the date it is fully
executed (the date it is signed by the local government
authorized representative) through September 30; 1994.
2. Reimbursement requests must be signed by the designated
Authorized Representative and must have an original signature
(not a stamped signature). The Authorized Representative
should be the same person who signed the grant application.
If there is a change in the authoriz.d representative during
tha grant period, the Depart.ant mu.t be notif ied of the
new representative by resolution or minute. of a commission
meeting.
3. The grantee shall elect to submit reimbursement requests on
quarterly basis . An original of the reimbursement request
with a summary of expenditures shall be due on the last day of
the month following the end of the quarter. Each
reimbursement request shall be submitted in detail sufficient
for preaudit and postaudit review.
4. Grant funds may be expended through September 30, 1994. The
date appearing on the check issued for an expenditure will be
the date used to place the expenditure in a reporting period
and will be considered the date paid. A final report must be
submitted no later than October 31, 1994.
5. Existing pUblic and private program.' shall be used to
imple.ent this grant program before any new program will be
approved. Funds shall not be used tor duplicating existing
public and private litter and marine debris prevention
programs unless the applicant demonstratas that such existing
programs cannot be integrated into the planned litter and
marine debris prevention program.
Expenditures shall be limited to the following two options:
OPTION 1
Grantees may spend lOOt of the grant award for operating costs
associated with education and prevention programs listad in
section 10 and 11 of the grant application. These costs
will include rent, telephone, utilities, salaries and
benefits, postage, oftice equipment and supplies, program
material and marketing.
OPTION 2
Grantees may use up to 35\ of the grant award for operating
costs for projects to assist local governments with the
removal of litter and debris. The remainder of the award
not spent on removal shall be used to fund educational and
prevention programs.
6. Each recipient of grant funds shall maintain accurate records
of all expenditures of grant funds and ahall assure that these
records are available at all reasonable time. for inspection,
review or audit by Department personnel and other personnel
authorized by the Department. Records shall be kept for a
period of at least 3 years following the end of the grant
period. The grantee agrees that it will expeditiously
initiate and complete the program work for which assistance
haa been awarded under this agreement in accordance with all
applicable provislons of Florida Statutes and the Florida
Administrative Code.
7. The state of Florida's performance and obligation to pay under
this grant agreement is. contingent upon receipt of funds
presently anticipated from the Florida Department of Revenue.
8. The Department reserv~s the right to unilaterally cancel this
contract for refusal by the graptee to allow public access to
all documents, papers, letters, or other material subject to
the provisions of Chapter 119, Florida Statutes, and made or
received by the grantee in conjunction with this grant.
9. The Grantee is prohibited from using grant funds for the
purpose of lobbying the LegiSlature or a state Agency.
