RESOLUTION NO. 223 -1987
A RESOLUTION DECLARING AN EMERGENCY IN MONROE
COUNTY CAUSED BY THE INDISCRIMINATE PLACING
OF GARBAGE, TRASH AND OTHER REFUSE OUTS IDE
MONROE COUNTY'S MUNICIPAL SERVICE DISTRICT
LANDFILLS; PROVIDING FOR THE REMOVAL OF THE
SAME AND DIRECTING A CLEAN UP OF THE SAME.
WHEREAS, an emergency has arisen in Monroe County because of
the indiscriminate placing of garbage, trash and other refuse on
and about our highways and other locations outside the landfills
of Monroe County; and
WHEREAS, the Mayor and County Commission deem it necessary
to declare the same an emergency and to make certain arrangements
to alleviate this problem as quickly as possible; now, therefore,
BE IT RESOLVED BY THE MAYOR AND COUNTY COMMISSION OF MONROE
COUNTY, FLORIDA, as follows:
Section 1.
That an emergency is hereby declared in
Monroe County resulting from the indiscriminate placing of
garbage, trash and other refuse in areas and places along the
highway and elsewhere outside of the landfills created by the
Municipal Service District.
Section 2.
That an area be located as quickly as possi-
ble wherein abandoned and deserted vehicles will be towed and
stored by the Municipal Service District and/or its contractors.
That other white goods and discarded obj ects may be stored in
locations secured by the Municipal Service District.
Section 3.
That the Public Works Department is hereby
directed to initiate a program on Highway 905 in the Upper Keys
to trim back branches, limbs of trees and bushes so as to cause a
cessation of the placing of cars and other discarded rubbish
articles and trash along the right-of-way.
Section 4.
That copies of this Resolution be forwarded
to the Department of Natural Resources, the Department of En-
vironmental Regulation, and the Department of Community Affairs.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the A",t, day of JU.Ml!.. , A. D., 1987.
