A RESOLUTION REQUESTING THAT ALL NEW FLORIDA KEYS
COMMUNITY COLLEGE BUILDINGS BE CONSTRUCTED TO WITHSTAND
A CATEGORY FIVE HURRICANE.
WHEREAS, adequate hurricane shelter/refuge space is in
critically short supply in hurricane vulnerable Florida Keys; and
WHEREAS, new public construction is contemplated for the
Florida Keys Community College; and
WHEREAS, the Community College could help !alleviate t1he
shortage of hurricane shelter/refuge space if the :_:5bildiUs a±e

MONROE COUNTY, FLORIDA, as follows:
Section 1. The Board of Trustees of Florida Keys
Community College is requested to authorize, and the Office of
Educational Facilities of the Department of Education is
requested to approve, the construction of all new Community
College buildings in such a way that they can withstand a
category five hurricane and thereby serve as additional public
shelter/refuge facilities. The Legislature is requested to
approve the funds necessary for the category five construction.
Section 2. The Clerk is requested to send certified
copies of this Resolution to:
a.) the members of the Board of Trustees of Florida Keys
Community College;
b.) The Office of Educational Facilities of the Department
of Education;
c.) State Representative Ron Saunders;
d.) State Senator Daryl Jones.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of the Board held on
the 21st day of July , 1994.

Dear Commissioners:
Thank you for sending to our office a copy of the referenced
resolution. In response, we are sending you a copy of the
Department of Education's minimum standards for emergency shelter
criteria for public schools and community colleges incorporated as
a part of educational facilities construction requirements. These
were developed in response to HB 911 approved by the 1993
Legislature, which required the development of these standards by
using a committee representing a vast array of experiences and
technical construction knowledge. They have been reviewed by the
Department of Community Affairs and are projected to be approved by
the State Board of Education at their meeting on September 27,
1994.
The decision to build a college or public school building in excess
of these standards is a local decision. If the educational board
notifies our staff that the plans for specific buildings are
requested to meet more restrictive criteria, our engineers will
check the calculations to those more restrictive criteria, not just
to the minimum standards.
Funding for these facilities is approved by the Legislature on a
project specific basis through submissions made by the State Board
of Community Colleges, for inclusion on the Commissioner of
Education's Budget Request. Each project's costs are reviewed by
that Division.

(c) Accessibility. Pools shall be accessible to persons with disabilities.
(d) Heated Pools. When pools constructed as an integral part of an educational facility are
to be heated they shall, whenever feasible, be heated by either a solar energy system
or a waste heat recovery system. .
(19) Public -Shelter Design Criteria. Educational facilities for which a design contract is entered into
after July 1, 1994, unless specifically exempted by the board with the concurrence of the
applicable local emergency management agency or the DCA, shall have Enhanced Hurricane
Protection Areas (EHPAs) in compliance with the following:
(a) EHPA. Enhanced hurricane protection areas shall provide emergency shelter and
protection for people, for a period of up to eight (8) hours, during a hurricane.
1. The EHPA shall be designed to withstand wind loads and missile impact from
hurricanes up to and including a category-4 (131 to 155 mph winds) hurricane.
2. The EHPA criteria apply only to the specific portions of pre-K through grade
twelve 0 2) and community college educational facilities that am designated as
EHPAs.
3. The rooms, areas, and spaces designated as EHPAs, or for use during an
emergency, shall not be restricted for use only during an emergency. The
EHPAs and related spaces shall serve the primary educational or auxiliary use
during non -shelter occupancy.
(b) Site. -
1. Location. Factors such as low evacuation demand, size, location, accessibility,
and storm surge may be considered by the board, with concurrence of the local
emergency management agency or the DCA, in exempting a particular facility.
2. Emergency Access. EHPAs shall have at least one (1) route for emergency
vehicle access. The emergency route shall be above the one -hundred (100)
year flood plain. This requirement may be waived by the board, with
concurrence of the local emergency management agency or the DCA.
3. Landscaping. Landscaping around the EHPA shall be designed to preserve
safety and emergency access. Trees shall not conflict with the functioning of
overhead or underground utility lines.
4. Parking. During an emergency condition, vehicle parking shall be prohibited
Within fifty (50) feet of an EHPA. Designated EHPA parking areas may be
unpaved.
5. Signage. Floor plans of the facility, indicating EHPAs, shall be mounted in the
emergency manager's office/area.
(c) Design.
1. Location. EHPAs may be above or below ground, and may have more than one
(1) story, provided the design satisfies the wind load and missile impact
criteria.
a. Spaces such as mechanical and electrical rooms, storage rooms, open
corridors, kitchens, science rooms and labs, vocational shop areas and
labs, computer rooms, attic and crawl spaces, shall not be used as
EHPAs. - . . . -
b. Modular and open-plan buildings may serve as EHPAs provided the
design satisfies the wind load and missile impact criteria.
2. Capacity. Fifty (50%) percent of the net square feet of a designated

educational facility shall be constructed as EHPAs. The net square feet shall
be determined by subtracting from the gross square feet those spaces such as
mechanical and electrical rooms, storage rooms, open corridors, kitchens,
science rooms and labs, vocational shop areas and labs, computer rooms, attic
and crawl spaces that shall not be used as EHPAs. The board, with
concurrence of the applicable local emergency management agency or DCA,
may adjust this requirement if it is determined to be in its best interest.
a. The capacity of an EHPA shall be calculated at twenty (20) square feet
per occupant (adults and children five years or older) for up to eight
(8) hours during a hurricane.
b. The board, with concurrence of the local emergency management
agency or DCA, may provide refuge space at forty (40) square feet per
occupant, in the facility, for up to twenty-four (24) hours before and
up to forty (40) hours after the hurricane.
3. Storage. Space for temporary storage of emergency items, e.g., canned food,
drinking water, batteries, flash lights, etc., shall be designated within the
facility.
4. Toilets. Emergency toilet and handwashing facilities shall be located within the
EHPAs and provided at one (1) toilet and one (1) sink per forty (40) occupants.
a. Support systems for the emergency toilets, e.g., bladders, portable
toilets, water storage tanks, etc., shall be capable of supplying water
and containing waste, for the designed capacity of the EHPAs, for up
to seventy-two (72) hours.
b. Plumbing and valve systems of "normal" toilets within the EHPAs may
be designed for conversion to emergency operation to meet the
required demand.
5. Food Service. Minimum refrigeration, cooking, and food service facilities shall
be provided within the EHPAs. Access shall be limited to the shelter manager
and staff.
6. Manager's Office. An EHPA manager's office shall be located within the EHPA.
The office shall have. provisions for emergency power, lighting, and
communications.
(c) Structural.
1. Standard for Wind Loads. EHPAs shall be designed for wind loads in
accordance with ASCE 7-88, Minimum Design Loads for Buildings and Other
Structures, Category III (Essential Buildings) except as follows:
a. For computing the basic design wind speed, the fifty (50) year
recurrence interval wind speed as specified in ASCE 7-88 shall be
increased by forty (40) miles per hour (mph).
b. The basic design wind speed may be reduced by up to ten (10%)
percent as follows:

' The coastal construction control line, as specified by the DEP or other state agencies, shall be
considered as the coastline.
Linear interpolation for other EHPA-to-coastline distances is
allowed.
C. The "Importance Factors" given in ASCE 7 shall not apply.
2. Missile Impact Criteria. The building enclosure, including walls, roofs, glazed
openings, louvers, and doors shall not be perforated or penetrated by a flying
object.
a. Materials used for walls, roofs, windows, louvers, and doors shall be
certified for resistance to missile criteria through testing according to
procedures of proposed SBC standard SSTD 11-93.
b. The glazed openings or permanent protective systems over glazed
openings shall also meet the cyclic loading requirements of proposed
SBC standard SSTD 11-93.
C. For walls, the missile criteria is a 2x4 timber plank weighing fifteen
(15) pounds traveling at fifty (50) mph (73ft/sec) and striking normal
to walls on end.
d. For roofs, the missile criteria is a 2x4 timber plank weighing fifteen
0 5) pounds traveling at thirty-four. (34) mph (50 ft/sec) and striking
normal to roofs on end.
3. Roofs. Roof decks shall be cast -in -place four (4) inch, or more, normal weight
concrete. Concrete decks shall be waterproofed. EXCEPTION: Structural pre-
cast concrete roofs, composite metal decks with normal weight concrete roofs,
or other systems and materials that meet the wind load and missile impact
criteria may be used. Systems other than cast -in -place concrete shall have
adequate bearing, anchorage against wind uplift, diaphragm action, and
resistance to rain that are equivalent to a cast -in -place system.
s. Light weight concrete, or insulating concrete may be used on roof
decks of EHPAs provided the roof decks are at least four (4) inch cast -
in -place normal weight concrete or other structural systems of
equivalent strength.
b. Roof openings (e.g., HVAC fans, ducts, skylights) shall be designed to
meet the wind bad and missile impact criteria.
C. Roof coverings shall be specified and designed according to the latest
ASTM and Factory Mutual Standards for materials and wind uplift
forces. Roofs shall be inspected by a licensed engineer/architect and
a representative of the roofing manufacturer.
d. Roofs shall have adequate slope and drains sized for normal use and
shall have emergency overflow scuppers which will accommodate a
two (2) inch per hour rain for six (6) hours.
e. Parapets shall satisfy the wind load and missile impact criteria.

4. Windows. All unprotected window assemblies and their anchoring systems
shall be designed and installed to meet the wind load and missile impact
criteria.
a. Windows may be provided with permanent protective systems provided
the protective system is designed and installed to meet the wind load
and missile impact criteria and completely covers the window assembly
and anchoring system. Windows provided with permanent protective
systems shall be designed and installed to meet the wind toad criteria.
b. - EHPAs without windows shall have mechanical ventilation systems in
conformance with the requirements found elsewhere in these rules.
S. Doors. All exterior and interior doors subject to possible wind exposure and/or
missile impact shall have doors, frames, anchoring devices, and vision panels
designed and installed to resist the wind load and missile impact criteria or,
such doors, frames, anchoring devices, and vision panels shall be covered with
permanent protective systems designed and installed to resist the wind load
and missile impact criteria.
6. Exterior Envelope. The exterior envelope, louvers over air intakes and vents,
and gooseneck type intakes and vents of EHPAs shall be designed and installed
to meet the wind load and missile impact criteria.
a. HVAC equipment mounted on roofs, and anchoring systems, shall be
designed and installed to meet the wind load criteria.
b. Roof mounted HVAC equipment shall have a twelve 0 2) inch high curb
around the roof opening and be designed to prevent the entry of rain
water.
7. Foundations and Floor Slabs. Foundations shall be designed to resist all
appropriate loads and load combinations, including overturning moments due
to wind. The floor elevation and necessary support systems of EHPAs shall be
elevated above the maximum storm surge inundation elevation associated with
a category four (4) hurricane event. Storm surge elevations shall be identified
by the most current addition of the regional Sea Lake and Overland Surges
from Hurricanes (SLOSH) studies and atlases.
(d) Electrical.
1. Emergency Power Generator(s). Emergency power generator(s), or where
economically feasible an equivalent photovoltaic system, shall be provided for
operation of ventilation fans, emergency lights, fire alarm systems, and
minimum refrigeration and cooking equipment for up to seventy-two (72)
hours, in the EHPAs.
a. The emergency system shall have an outlet for coupling a backup
portable generator.
b. Generators shall be air cooled or self-contained, and shall be of large
enough capacity to serve the life safety and the optional standby loads.
C. Generators shall be installed in an enclosed area designed to protect
the generators) from winds, missile impact, and rain. Air intakes and
exhausts shall be designed and installed to meet the wind load and
missile impact criteria.
d. Fuel tanks shall be provided with a seventy-two (72) hour storage
capacity and shall meet the wind load and missile impact criteria.
