Resolution 123-1988 County Commission RESOLUTION NO. 123 -1988 A RESOLUTION OF THE BOARD OF COUNTY COMMIS- SIONERS OF MONROE COUNTY, FLORIDA, EXPRESSING OPPOSITION TO HOUSE BILL 13 IN THE 1988 REGULAR SESSION OF THE FLORIDA LEGISLATURE. WHEREAS, House Bill 13 has been submitted to the Legislature for consideration during the 1988 Regular Session, and WHEREAS, House Bill 13 would mandate local governments to establish Quality Improvement Programs, and WHEREAS, quality improvements in the workplace is now a management function of local governing bodies, and WHEREAS, House Bill 13 would undermine the role of local governments by mandating management techniques at the state level, and WHEREAS, House Bill 13 would severely hamper the management and administrative role of local governments, and WHEREAS, the requirements of House Bill 13 would serve to prolong and complicate the decision making process of local governments with respect to quality improvement in the workplace, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, as follows: 1. The Board of County Commissioners hereby expresses its opposition to the adoption of House Bill 13 and any other form of legislation of this type for the above reasons. 2. The Legislative Delegation of Monroe County is hereby requested to support Monroe County in the opposition of legis- lation of this type. 3. It is hereby authorized and directed that the Clerk of said Board forward copies of this resolution to the members of the Monroe County Legislative Delegation; the Florida Association of Counties; the Florida League of Cities and the Florida City and County Management Association. PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a regular meeting of said Board held on the 15th day of March, A.D. 1988.
