Resolution 125-1988 Commissioner Michael H. Puto RESOLUTION NO. 125 -1988 A RESOLUTION OF THE MONROE COUNTY COMMISSION URGING THE FLORIDA STATE LEGISLATURE TO ADOPT LEGISLATION MANDATING THAT DEPOSITS BE PAID ON ALL BEVERAGE CONTAINERS AT THE POINT OF PURCHASE AND BE REFUNDED UPON RETURN OF THE EMPTY CONTAINERS. WHEREAS, it has come to the attention of the Monroe County Commission that a significant amount of litter is in the form of beverage containers and that this litter occurs primarily along our roadways and shallow waters, and WHEREAS, Monroe County is presently conducting a clean-up campaign wherein over 300 tons of debris was collected, and it is estimated that 12 tons of the total collected may have been beverage containers; note: 12 tons is 4% of 300 tons, and WHEREAS, an EPA study indicated that 4.5% of the solid waste stream was beverage containers, and a study by the League of Women Voters suggested that the figure may be as high as 8%, and WHEREAS, the landfills in Monroe County are filling at an alarming rate and all action possible must be taken to reduce this process, and it is estimated that beverage container deposit legislation may reduce the volume of our waste stream by 4 to 8 percent, and WHEREAS, this Commission recognizes the importance of conserving valuable raw materials and that the recycling of metal, glass and plastic containers reduces waste of precious raw materials, and WHEREAS, this Commission recognizes the importance of conserving our nations energy through recycling, as compared to energy used during the processing of raw materials, and WHEREAS, it is understood that recycling of beverage containers contributes to the reduction of air, water and solid waste pollution as well as that associated with the mining of raw materials, and WHEREAS, it is important to this Commission that such beverage container deposit legislation operate with little or no direct cost to government or the general public, and WHEREAS, it is also important to this Commission that such beverage container deposit legislation be patterned after other states wherein the retailers and distributors are provided with a financial incentive to ensure success of such legislation, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, as follows: Section 1. That the Board hereby urges adoption of State of Florida legislation mandating that deposits be paid on all beverage containers at the point of purchase and be refunded upon return of the empty containers. Section 2. That the Board hereby directs the Clerk to forward a certified copy of this Resolution to the Monroe County Legislative Delegation.
