RESOLUTION NO. 200-1988
A RESOLUTION REQUESTING THE GOVERNOR OF THE
STATE OF FLORIDA, THE LEGISLATIVE DELEGATION
FOR MONROE COUNTY, STATE OFFICIALS AND STATE
LEGISLATORS TO EXTEND THE MONROE COUNTY SOLID
WASTE FEASIBILITY AND DESIGN ALLOCATION FUNDS
FROM THE OIL OVERCHARGE SETTLEMENT FUNDS IN
THE GOVERNOR'S OFFICE GRANTS AND DONATIONS
TRUST FUND.
WHEREAS, CS/CS/HB 1405, codified in Florida Statutes Chapter
86-170 provided, in Section 6, that $1,000,000.00 be appropriated
from the oil overcharge settlement funds in the Governor's Office
Grants and Donations Trust Fund, to the Department of Community
Affairs, for a feasibility and design study of a solid waste
management facility in the Florida Keys, during the fiscal year
1986-1987, and
WHEREAS, CS/CS/HB 1405, codified in Florida Statutes Chapter
86-170, provided in Section 8 that $2,000,000.00 be appropriated
from the oil overcharge settlement fund in the Governor's Office
Grants and Taxation Fund, to the Department of Community Affairs,
for fiscal year 1987-1988, as the total remaining state share of
the implementation of a solid waste management facility in the
Florida Keys, and
WHEREAS, such studies and facilities development were
anticipated for development of innovative materials for aid to
the State of Florida in managing the solid waste of its various
counties, in the future, and
WHEREAS, such initial appropriation of $1,000,000.00 has
developed
and
substantially
completed
the
contemplated
feasibility and design study, save for ramifications of including
a regiona1ization concept for solid waste management involving
the City of Key West and potential relationships with Dade County
on a Solid Waste Management District basis, and
WHEREAS, such regionalization issues contemplate extension
of existing contract, by amendment, with Hazen and Sawyer, P.C.
and Kaiser Engineering for analysis and solution of regional
concept issues, and
WHEREAS, resolution of these issues need to be accomplished
prior to utilization of the second Fiscal Year 1987-1988
appropriation under Florida Statutes Chapter 86-170, as the total
remaining state share of the implementation of a solid waste
management facility for the Florida Keys, and
WHEREAS, time is of the essence in providing for extension
of the various appropriations under Florida Statutes Chapter
86-170 during the current session of the Florida Legislature,
now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, as follows:
Section 1. The Monroe County Board of County Commissioners
hereby solicit the aid of the Legislature of the State of
Florida, The Governor of the State of Florida, all individual
Senators and Representatives, the Department of Community
Affairs, the Governor's Office of Energy, and Monroe County's
legislative delegation, to budget for and to approve extension by
re-appropriations, $1,000,000.00 as appropriated under Florida
Statutes Chapter 86-170, Section 6, to complete funding for the
current feasibility and design study of a solid waste management
facility in the Florida Keys, and to budget for and to approve
extension by re-appropriation, $2,000,000.00 as appropriated
under Florida Statutes Chapter 86-170, Section 8, as the total
remaining state share of the implementation of a solid waste
management facility in the Florida Keys.
Section 2. The Clerk of the Board is hereby authorized to
forward certified copies of this Resolution to Governor Martinez,
Governor of the State of Florida, Mr. Harold Draper, of the
Governor's Energy Office, Representative Sid Martin, House
Natural Resources Committee, Senator W. D. Childers, Senate
Appropriations Committee, Hon. Thomas G. Pelham, Secretary of the
Department of Community Affairs, Speaker of the House of Repre-
sentatives, the Hon. John Mills, President of the Senate, the
Hon. John Vogt, and the Monroe County legislative delegation,
Sen. Larry Plummer and Rep. Ron Saunders, for their considera-
tions, implementations and actions.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 17th day of May, A.D. 1988.
