'0 I ~ c;, LL.! -J u.. ~ rate has averaged 2.8% in the past 18 years while the growth rate for U.S. 1 traffic volume is approximately 4.6 times the growth in population indicating that the vast majority of the County's Keys traffic problems originate outside the Keys; and WHEREAS, the increasing use of state and federal land in the Keys portion of Monroe County for recreation purposes plus the increasing use of the Keys by the growing population of metro- politan South Florida will continue to place disproportionate burdens on the County's ability to provide reasonable levels of service on the major roads in the Keys; and WHEREAS, nearly two-thirds of U.S. 1 from Florida City to Key West is at level of service "D" during critical periods of the day and, at times, the entire highway is closed for bridge repairs; and WHEREAS, major improvements in the capacity of U.S. 1 are needed soon if Monroe County is not to face an economically devastating moratorium imposed by the concurrency rule of Chapter 163, Laws of Florida; and WHEREAS, much of U.S. 1 is presently inadequate to function as a hurricane evacuation route; and WHEREAS, the issues described required coordinated analysis and action by agencies having jurisdiction over U.S. 1 so that there will be a focus on the relationships between land use and transportation improvements in the entire 128 mile long corridor from Florida City to Key West rather than analysis and action on a project by project basis; and WHEREAS, such a corridor analysis could take into account the geography and special environmental sensitivity of the Keys, the external source of the traffic impacts in the Keys, the coordination - on a multiagency scale - of the most cost effec- tive future expenditure of required public funding, and the identification of alternative transportation methods to serve visitor populations; and WHEREAS, the completion of the sophisticated corridor analysis contemplated will particularly require innovative commitments on the part of state and regional agencies and Monroe County; and WHEREAS, additional federal and state funding will be required for incorporation in Florida Department of Transpor- tation's five year program; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, as follows: Section 1. The Legislature is hereby requested to create and fund a new entity, "The Florida Keys Intergovernmental Transportation Task Force," to prepare a U.S. 1 corridor analysis work program and manage the analysis. The Task Force should have an existence consistent with the time period necessary to com- plete the analysis. Section 2. The Legislature is requested to require that the Task Force, those state agencies designated by the Legisla- ture, and Monroe County select a consultant team to complete the planning, engineering, economic and institutional studies that are parts of the analysis. Section 3. The Legislature is requested to require that, as the recommendations of the corridor study become available, the Florida Department of Transportation incorporate any iden- tified right-of-way acquisitions, final designs and construction projects in the Department's annual five year plan update. Section 4. The Clerk of the Board is hereby directed to forward a certified copy of this Resolution to the Honorable Larry Plummer Senator, and the Honorable Ron Saunders Representative. 2 PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a regular meeting of said Board held on the 3rd day of January, A.D., 1989.
