WHEREAS, the most beautiful coral reefs in the entire world
lie within the jurisdiction of Monroe County; and
WHEREAS, the living coral reef has an immense environmental
value to the ecosystem of the Florida Keys; and
WHEREAS, these reefs are known, appreciated and enjoyed by
millions of people from throughout the world; and
vJHEREAS, these reefs form an essential foundation for our
tourist based economy; and
WHEREAS, these reefs are part of the heritage, history and
culture of the Florida Keys; and
WHEREAS, the reefs lying in the waters directly offshore of
Marathon are known in particular for their exceptional natural
beauty; and
WHEREAS, significant work has already been begun by the
Florida Keys Marine Sanctuary, Inc, for the installation of
mooring buoys to protect the living coral reefs in this area; and
WHEREAS, it is the desire of this County Commission to
protect,
preserve and enhance this precious,
unique and
irreplaceable natural wonder; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that
Section 1.
A committee shall be established to study and
make recommendations for the establishment of a marine sanctuary
for those living coral reefs lying directly offshore of Marathon.
The committee shall be known as the Monroe County Marine Sanctu-
ary Advisory Committee, hereinafter referred to as the "Commit-
tee."
Section 2,
The purpose of the Committee shall be to
initiate communication and attempt to establish cooperation
between all levels of government having jurisdiction in that
area, to designate those areas to be included in the proposed
marine sanctuary, to examine enabling legislation and ordinances
which would be necessary to create and fund a Marathon Marine
Sanctuary and to further examine the possibility of creating a
marine sanctuary for all living coral reefs in the Florida Keys
to be known as the Florida Keys Marine Sanctuary,
Section 3.
The Committee shall be composed of a rep-
resentative of the Monroe County Cooperative Extension Service,
Monroe County Parks and Recreation Department and the Florida
Keys Marine Sanctuary, Inc, The Committee shall report to this
Commission as to its progress and shall proceed to final rec-
ommendations in an expeditious manner, Members of the Committee
shall be individually approved by this Commission and shall be
entitled to reasonable per diem expenses as established by state
guidelines. The initial Committee members shall be Jeff Fisher
of the Monroe county Cooperative Extension Service or his des-
ignated representative, Dent Pierce of the Monroe County Parks
and Recreation Department or his designated representative and
Russell Teall of the Florida Keys Marine Sanctuary, Inc.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 17th day of January, A.D., 1989,
