RESOLUTION NO. 275 -1994
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, FLORIDA AUTHORIZING THE FILING OF A
GRANT APPLICATION SCORING APPEAL TO THE FLORIDA
HOUSING FINANCE AGENCY REFERENCE THE COUNTY'S HOME
DISASTER RELIEF CYCLE II APPLICATION.
WHEREAS, per BOCC Resolution 088-1994 authorized the preparation and
submittal of a County Grant Application in the amount $1,057,000 for low
income first time home buyers ' participation under the Florida Housing
Finance Agency's (FHF A) Disaster Relief Cycle II competitive funding
application; and

WHEREAS, the FHF A has completed its preliminary scoring~d-ranking o~

WHEREAS, said FHF A preliminary scoring for Monroe COJM1ty's::
application ranked the application in third place which is ouCof the ffiiidin!8

WHEREAS, review by the Special Programs Office, Monroe County
Housing Authority, of the FHF A preliminary scoring has revealed a specific
FHF A mathematical scoring error and two FHF A major scoring deficiencies
based on submitted documentation and FHF A application form narrative; and
WHEREAS, in meeting the required FHF A timetable for appeal requests,
the County, effective September 20, 1994, has submitted a written request for
an Informal Hearing under Section 120.57 (2) Florida Statues to appeal FHFA
preliminary scoring and ranking of Monroe County's grant application.
NOW THEREFORE BE IT RESOLVED that the Board of County
Commissioners of Monroe County, hereby endorses and authorizes the filing
of the submitted appeal by the Mayor of the County and the Special Programs
Office Director on September 20, 1994, to the Florida Housing Finance
Agency; and further authorizes any necessary application appeal expenditures
from the uncommitted funds for the preparation of said application pursuant
to paragraph (5.) BOCC Resolution 88-1994. Said total grant application and
appeal expenditures shall not exceed the previously approved amount
authorized for the preparation of the grant under BOCC Resolution 88-1994.
This resolution shall become effective immediately upon adoption by the
Board of County Commissioners.
PASSED AND ADOPTED, by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held on
the 21st day of Seotember , A.D., 1994.
