COUNTY, FLORIDA, SUPPORTING THE ESTABLISHMENT OF THE KEY
WEST ENERGY TECHNOLOGY TRANSFER CENTER
WHEREAS, the Utility Board of the City of Key West in
cooperation with others has expressed interest in establishment
of the Key West Energy Technology Transfer Center to be
co-located at the Ralph Garcia Steam Plant on Stock Island, and
WHEREAS, establishment of this facility is expected to
accomplish the following purposes of benefit to the City of Key
West, to Monroe County, to other interests in the State of
Florida, the rest of the country, and to our neighbors in the
Caribbean and Central American regions:
1. The facility will serve as a test bed and demonstration
facility for advanced power turbine technology to improve the
efficiency of turbine systems used across the entire thermal
range from fossil-fuelled through geothermal heat sources, to
facilitate evolution of more economical and environmentally
benign power generating capacity.
2. The initial technology to be demonstrated will include
a significant development originating in Monroe County (along
with others), and invites the contribution of technology and
expertise from the State of Florida and the United States
Department of Energy.
3. Use of the Ralph Garcia Steam Plant will assure both
maintenance of our existing generating capacity in addition to
adding such increases in generating capacity as may become
available from advanced turbine technologies to be demonstrated.
4. Establishment of such a facility in Key West will
attract world-wide visitation of those with interests in power
technology (of benefit to our tourism industry), and will create
professional and skilled labor positions enabling retention and
attraction of such people for the betterment of Monroe County.
BE IT RESOLVED THAT THE BOARD OF C,OUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, fully supports the effort to establish
the Key West Energy Technology Transfer Center to be developed by
a management structure under the key West Utility Board, and to
be cooperatively funded by both private and governmental entities
who will invest in the developments and improved generating
capacity.
This effort will begin in Key West on November, 1994. The
Board of County Commissioners invite cognizant federal and state
authorities to participate in this serious development endeavor,
and to contribute talent and expertise to enable the creation of
the Center.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of the Board held on
the 21st day of September, 1994.
