A RESOLUTION OF THE BOARD OF COUNTY COMMIS-
SIONERS OF MONROE COUNTY, FLORIDA, AUTHORIZ-
ING THE MAYOR AND CHAIRMAN OF THE BOARD OF
COUNTY COMMISSIONERS OF MONROE COUNTY,
FLORIDA, AND THE COUNTY ADMINISTRATOR TO
EXECUTE AN AMENDMENT TO CONTRACT NO.
2-PY' 88-54-00 BY AND BETWEEN THE SOUTH
FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM
AND MONROE COUNTY BOARD OF COUNTY COMMISSION-
ERS FOR F.Y. 1988/1989 JTPA JOB PLACEMENT
ACTIVITIES.
WHEREAS, Monroe County is a participating member of the
South Florida Employment and Training Consortium for Service
Delivery Area 24 (SDA24) comprising of Dade and Monroe Counties,
and
WHEREAS, the Amendment consists of change in performance
standards for Youth Placements in the On the Job Placement
Program from Benchmark 1 - Enrollment, Benchmark 2 - 50% Train-
ing, Benchmark 3 - 30 day Placement and Benchmark 4 - 90 day
Placement to Benchmark 1 - Enrollment, Benchmark 2 - 50% Train-
ing, Benchmark 3 - 5 day Placement and Benchmark 4 - 30 day
Placement and provides reimbursement for services provided to
Youth in a shorter time frame, and
WHEREAS, Monroe County continues to desire to participate in
the Job Training Partnership Act - On the Job Training Program,
now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that the Mayor and Chairman of the Board
of County Commissioners of Monroe County, Florida, and the County
Administrator are hereby directed and authorized to sign the
Amendment to Contract 2-PY'88-54-00 with the South Florida
Employment and Training Consortium for fiscal year 1988/1989, a
copy of same being attached hereto.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 20th day of September, A.D. 1988.

ARTICLE I
TERMS OF AMENDMENT TO CONTRACTUAL AGREEMENT
MONROE COUNTY BOARD OF COUNTY COMMISSIONERS does hereby agree to implement and
operate a program entitled "JTPA" in accordance with all regulations defined by
the United States Department of labor and the State of Florida for programs
operating under funds generated by the Job Training Partnership Act (JTPA) of
1982. MONROE COUNTY BOARD OF COUNTY COMMISSIONERS also agrees to implement and
operate the program in accordance with all regulations previously prescribed in
Articles I through XIX of Contract Number 2-PY'88-54-00 which was issued between
MONROE COUNTY BOARD OF COUNTY COMMISSIONERS and the SOUTH FLORIDA EMPLOYMENT AND
TRAINING CONSORTIUM.
ARTICLE II
AMENDED EXHIBITS
Those exhibits incorporated within this Amendment supercede any exhibits of like
structure which were incorporated in Contract Number 2-PY'88-54-00 or in a
previous Amendment for the program entitled "JTPA". Any standardized exhibits
which have not been included in this Amendment shall remain in full force as
they appear in the original Contractual Agreement, as previously amended.

This Amendment does not invalidate the provisions contained within Contract
Number 2-PV'88-54-00 except where it is in conflict with provisions contained
within or exhibits attached to this Amendment.

EXHIBIT OJT - YOUTH
A. WORK STATEMENT
1. MONROE COUNTY BOARD OF COUNTY COMMISSIONERS does hereby agree to provide
for i ndfvi dua 1 s from the age of 16 through the age of 21, an On-The-Job
Training Program (OJT), at employer worksites, under the terms of the OJT
agreements developed and monitored by MONROE COUNTY BOARD OF COUNTY
COMMISSIONERS's staff. The occupational training area and length of each
participant's training will be determined by the terms of the OJT agreement
executed by the Service Provider and the employer, with the approval of
SFETC staff, subject to all the restrictions specified in the Service
Provider Policies and Procedures Manual.
2. The number and mix of participants to be served will be approximately as
specified in the attachment to this Exhibit. MONROE COUNTY BOARD OF COUNTY
COMMISSIONERS agrees that a minimum of thirty-one percent (31%) of the
number of participants it serves under this contract will be youth.
3. All training will be carried out in accord with the requirements of the
SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM (SFETC). All participants
will be prepared to meet the entry-level hiring criteria for each OJT
training area.
4.' The project shall be responsible for:
o Conducting appropriate outreach and recruitment to meet the partic-
ipant mix requirements specified in the attachment to this Exhibit, on
a sufficient scale to fill all vacancies in the project.
o Assessing participants' needs for supportive services and providing
referrals for supportive services as needed at no charge to this JTPA
contract.
o Providing job development and placement services as needed to meet or
exceed the contract's performance standards for OJT enrollments and
training-related job placements.
o Providing ongoing monitoring of training and sufficient vocational
counsel ing to insure that participants remain sufficiently motivated
to continue their participation in the program, receive assistance as
needed to make progress, and develop sufficient ski 11s to enhance
their employability potential.
o Providing sufficient post-placement counseling and assistance in the
30 days following entry into unsubsidized employment, to enhance
participants' prospects for job retention.
B. PERFORMANCE STANDARDS
MONROE COUNTY BOARD OF COUNTY COMMISSIONERS will be required to meet the
following performance standards: at least 3 participants from the age of
16 through the age of 21, shall be placed, which shall be at least 70
percent of the participants enrolled, must complete the training, be
retained by the OJT employer on an unsubsidized basis or be placed in a
training-related (as determined by the SFETC) unsubsidized position with
another employer, and be retained in the unsubsidized position for a
minimum of 30 calendar days, at or above a placement wage of $3.35 an hour.
The performance standards stated above will be applied to the total number
of participants enrolled.

C. METHOD OF PAYMENT
1. Fixed Unit Price
For the OJT activity, the SFETC will provide MONROE COUNTY BOARD OF COUNTY
COMMISSIONERS with a fixed unit price fee of $1,635 for each placement
which meets the criteria specified in Section B above, Performance
Standards, up to the maximums specified herein.

~~c~rding to the schedule of payment benchmarks delineated below, up to the
total maximum amounts shown.
Benchmark 1 - Enrollment
Payments will be made for participants who meet the criteria for enroll-
ment, up to the maximum allowable payment for this benchmark. Enrollment
is defined as follows:
o The participant shall have been determined eligible for training as
per assessment by the SFETC designated Intake agency.
o All applicable MIS paperwork shall have been submitted to the Client
Services Division of the SFETC.
o A fully executed hire-first agreement shall have been received at the
SFETC office which indicates that the participant is on an employer's
payroll.
o The participant shall have attended a minimum of one (1) day of
training/employment while on an employer's payroll, after the employer
and Service Provider have completed all procedures for OJT specified
in the Service Provider Policies and Procedures Manual.
Payments for participants achieving this benchmark will be $490 per
enrollment, up to a total maximum enrollment fee of $1,470.
Benchmark 2 - 50% Attendance in OJT
Payments will be made for this benchmark for participants who have achieved
Benchmark 1 and who further attend at least 50% of the required number of
days of training for the appropriate OJT area, as specified in the executed
OJT Agreement for each participant, up to the maximum allowable payment for
this benchmark. Attendance shall be documented by submission of copies of
the appl icable attendance records as specified in the Service Provider
Policies and Procedures Manual.
Payments for participants achieving this benchmark will be $409 per partic-
ipant, up to a total maximum of $1,227.
Benchmark 3 - Interim Placement/Retention
Payments will be made for this benchmark for participants who have achieved
Benchmarks 1 and 2, who have completed training and have been placed in
unsubsidized employment, in the occupation for which they have been
trained, for at least five (5) working days, at a wage rate not less than
$3.35 per hour. Placements will be verified by the employer's return of
the employment verification form that will be submitted by the project to
SFETC. SFETC reserves the right to further verify employment with these
employers.
Payments for participants achieving this benchmark will be $245 per partic-
ipant, up to a total maximum of $735.

Benchmark 4 - Placement/Retention
Payments will be made for this benchmark for participants who have achieved
a II or the above three benchmarks and have remained in training-related
unsubsidized placement for a total of at least thirty (30) calendar days
including the five (5) calendar days required in Benchmark 3, Interim
Placement/Retention. Placements will be verified by the employer1s return
of the employment verification form that will be submitted by the project
to SFETC. SFETC reserves the right to further verify employment with these
employers.
Payments for participants achieving this benchmark will be $491 per partic-
ipant, up to a total maximum of $1,473.
2. Wage Reimbursements to Employers
A total maximum of $1,950 shall be paid to MONROE COUNTY BOARD OF COUNTY
COMMISSIONERS for wage reimbursements to OJT employers.
3. Incentive Payments
Contingent upon funding availability at the end of the contract period,
incentive payments may be made.
4. Total Amount
Both parties do hereby agree that a total maximum of $6,855 may be paid to
MONROE COUNTY BOARD OF COUNTY COMMISSIONERS to cover the costs of fixed
unit price fees and wage reimbursements, but that a lesser amount may be
paid based upon the actual number Qf participants from the age of 16
through the age of 21, completing the benchmarks enumerated in this
Exhibit, and that a larger amount may result only from incentive payments
as indicated above. It is understood that incentive payments may be
awarded subsequent to June 30, 1989, depending on funding availability.
