Resolution 311-1994 ("\.. . '., omm~SSl,oner A. Earl Cheal RESOLUTION 311 - 1994 A resolution to begin correcting problems identified in the Florida Department of Stat.e Preliminary Audit Findings. WHEREAS, the Monroe County Fine Arts Council (MCFAC) was established under Monroe County Code Article VII. in accordance with Florida Statute Chapter 265.32; and WHEREAS, the Monroe County Fine Arts Council is comprised of volunteer residents of Monroe County that give freely of their time, without compensation, for the betterment of all of the arts cOInmunity, for the promotion of tourism and to improve the quality of life for Monroe County residents; and -7 "r"1 WHEREAS, the activities of the Monroe County Fi~ ~+ts ~ ~ Council h~ve b~e~ limited due to ~he ~onstraints of ~~~ng~hic~ has been 1dent1f1ed as a shortcom1ng 1n a recent prerLmlnar~ audit finding by the Florida Department of State; an~, - WHEREAS, the preliminary audit also found that f'h~ Monr-ee County Board of County Commissioners (BOCC) has not Eaken N adequate measures to establish a clear role and direetion for d - ~ MCFAC; an ,,"-0. the~ WHEREAS, other preliminary findings indicate that timely action is needed by the BOCCi and WHEREAS, the MCFAC drafted a Cultural Plan which was presented to the BOCC who in turn directed coordination with the Tourist Development Council; and THEREFORE, the Board of County Commissioners do hereby request the Monroe County Fine Arts Council take the following actions: 1. When nominating council members, attempt to provide equitable geographical distribution throughout the county so all five commissioner's districts may be equally represented. 2. Within the next six months, hold public workshops as part of the MCFAC regularly scheduled meetings, in the Upper Keys, Middle Keys and in the Lower Keys. The purpose of the workshops shall be to receive input from the arts community, the tourism community and the public input regarding fine arts operations in the county. 3. Ensure announcements of the MCFAC meetings receive the widest possible dissemination by news releases and announcements on Channel 16. 4. Coordinate with the County Administrator to arrange for video taping of the three workshops to be telecast over Channel 16. 5. Provide all new Council appointees with a copy of the Monroe County Code Article ViI, Resolution 007-1986, and Florida Statutes Chapter 265.32 so they will be knowledgeable of the requirements of the law. 6. Upon receiving the final report on the State audit findings, work to resolve any unresolved items. 7. Present the Cultural Plan at the October 1994 BOCC meeting.
