RESOLUTION NO. 313-1994 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, ESTABLISHING A LOCAL BASE CLOSURE AND REALIGNMENT COMMISSION WHEREAS, the Board of County Commissioners passed Resolution No. 307- 1994 on September 22, 1994, supporting the continued operation of Naval Air Station Key West and opposing the base closure; and WHEREAS, the Board of County Commissioners passed Resolution No, 311- 1994 authorizing the submission of a grant application, with the cooperation of the City of Key West, to the Florida Department of Commerce Base Closure and Realignment Grant Program ,which will provide funding to assist communities in completing studies, preparing presentations and conducting research aimed at preventing closure or realignment of military installations in our community; and WHEREAS, the grant application stated that the Board of County Commissioners would appoint a local, community-based commission to coordinate a plan of action to preserve the Boca Chica Naval Air Station and other related military facilities, and to initiate a coordinated program of response and plan of action in / Ii } 1 Ni;O(jNCl~ advance of the future actions of the Federal Base Realignment ancl CH!'~4r~ Commission; NOW THEREFORE 02:: 17 d t - ^ON 176. '~c.! :-_; j ;;: ~1 [J -'; t.J.J -1:_-j BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that the BASE CLOSURE AND REALIGNMENT COMMISSION BE and the same is hereby established as follows: Section 1, COMMISSION MEMBERSHIP The Commission shall consist of 10 members who shall be chosen for their involvement in, and knowledge of, the local economy of Monroe County, the State economy and the industries and technologies which locally service Naval Air Station Key West. The members shall include, but not be limited to, representatives from the following: Monroe County Commission, Key West City Commission, Military Affairs Committee, Tourist Development Council, Key West Chamber of Commerce, Veterans' Affairs Commission, Federation of Chambers of Commerce, the Navy League, Ocean Reef and the Monroe County Director of Community Services, The members of the Commission shall serve at the direction of the Board of County Commissioners and shall remain in effect throughout the grant period, Section 2. PRIMARY FUNCTION The Base Closure and Realignment Commission is charged with the following: To guide Monroe County and the City of Key West staff in requesting proposals from qualified consultants to prepare an action plan that will direct Monroe County in a coordinated, well-planned and timely response to the actions of the Feder?.! Base 2 Closure and Realignment Commission. The Commission shall rank the proposals and present its recommendations to the Board of County Commissioners. Upon completion of the consultants' action plan, and presentation of same to the Board of County Commissioners and the Key West City Commission, the Base Closure and Realignment Committee shall proceed, under the guidance of the Board of County Commissioners, to liaison and work in partnership with State officials and other affected communities in presenting Florida's case to federal defense officials and defense-related decision makers.
