Dear Mr. Roberts
I would like to request that the Commission authorize the following expenditures
from the Law Enforcement Trust Fund:
$ 2,000. Educational Coalition for Monroe County - This sum will contribute to
the cultural development of our community and the leadership of youth.
$ 5,000. "Sol Fest" Program - To fund the Summer Music Camp.
$ 2,100. "Art Behind Bars" - To help fund the annual "Art Behind Bars Birthday
Party Show" by covering the cost of printing, mailing invitations, cost of
guest speaker and marketing the event.
TOTAL: $ 9.100.00
I hereby certify that these expenditures are lawful pursuant to the Florida
Contraband Act. There will be no recurring expenses in the existing budget.

The Educational Coalition for Monroe County (ECMC). a not for profit organization SO 1(C) 3. has provided the oounty with
quality programs in the summer and during the school year for at-risk youth since our existence in 1996. Over the years we have
submitted the sheriff's forfeitun:: fund grant. however. we have stopped submitting since the application states that the grant does not f
athletics or the creative arts. Due to a sudden cut in ~ funding we have had to reach out to our community. We are hoping that un
the financiaI crisis of this phenomenal program the Sheriff's Department could offer assistance. The Sheriff's Department should star
behind programs such as CAMP. For one month we are servicing fifty students gIades 7-12 five days per week 8 hours per day. We ~
paying for ttansportation so that an equal number of students can participate from the middle and lower keys. Our progrcun based at t1
Big Pine Neighborhood Charter School bas made it more accessible to Key West, Big Pine and Marathon students.
CuItum1 programs create strong communities and volunteerism. Additionally progrcuns like C.AM.P. promote motivation,
learning. self development in a drug free and safe environment. Our track record speaks for its self.
ECMC invites the Sheri:ff's Department to be involved this summer with month long music workshops and the development
the first year round middle keys intergeneratiooal community music ensemble for youth and adults. ..
C.AMP. (CREATIVE ARTS MUSIC PROG~ will DrOVide community enrichment for all a2CS:
This unique opportunity is available June - July 3 under the direction of Dulce University Band Director. Neil Boumpani.
Rowe past Epcot Future Corp director and other world renowned music educators. Workshop sessions will enhance individual skills ;
personal musicianship in brass. winds. classical guitar and percussion. C.AMP. '04 will cover rh.ythm. scales, sight reading and oth.
areas of musicianship in fun and interesting ways. Improvisation will also be a component of the program - it will be an introductory
course and will focus on basic improvisation as "musical stoxy-telIing." C.A.MP. '04 will also offer evening workshops for adults 3JJ
high school students interested in the development of a mid keys community ensemble. This high profile program wiD showcase all
major sponsors at all community performances during the year.
WE NEED YOUR FINANCIAL SUPPORT (Donations are tax deductible)
The C.A.MP. '04 program will ooly be made available with paItnerships"like yours. Please partner with us to provide a
motivationalleaming experience for our youth and the formation of a multigenel3tional music ensemble for our community. The
Sheri1I's Department will receive tickets to the July perfonnance along with a video montage of the program as well as recognition at
July concert and in all promotional materials. Two community performances will take place. June 2"" and July 3rd.

Through this innovative program. the Sherifrs Department in collaboration with the ECMC, Coldwell Banker and Monroe
County Schools would serve approximately fifty - seventy middle and high school youth and community members this year. The tot

Sol Fest 2004

Dear Sheriff Roth,
Once again it's that time of year for us to ask you for support for the Key West
Symphony's summer music camp, Sol Fest. Sol Fest will run for the entire month of June
at Key West High School for students from Kindergarten to High School. In the past,
your support has enabled children of all ages to include all of the Lower Keys to
participate in this program. Thanks to your help we have seen these same kids join bands
at the middle school and high school level. We are thrilled to see some even become
professional musicians.
2004 is a critical year for funding because our enrollment has more than doubled.
Scholarships are given to anyone in need that has applied. We have over 40% of our
students enrolled on scholarship. This year the Bahama Village Music Program is joining
us for the entire month of June from 12:00 until 6:00 p.m. Besides singing, dancing and
learning musical skills, we have added drumming by the Southernmost Stomp. Steel pan
instruction has been added in hopes of forming a permanent steel pan band in Bahama
Village. We anticipate a rather large enrollment from the children in the Bahama Village
Music program.
Please help us keep this program growing by providing the financial aid necessary
for so many children in need. Weare thrilled that the program has grown in enrollment.
However, this means we must hire more staff and bear the burden of added costs. We
look forward to your continued support and engaging so many kids in music for the
summer of 2004.

Dear Sheriff Roth,
It's hard to believe that another x.ear has past, as we prepare once again for our annual Birthday
Party Show... this year is our 10 !! We hope we can count on you to help us with show expenses
for what is our biggest fund raiser of the year, as you have for previous years. I know that these
are lean times, fiscally speaking, for us all, and will be keeping our expenses to a minimum.
We are requesting that you cover the cost of printing and mailing invitations, expected to be
approximately $750, and the cost of bringing in Dr. Rachel Williams, our official evaluator from the
University of Iowa. As you know, Dr. Williams provides her services free of charge, for which she
normally charges $3,000. All she needs is for us to fly her in once a year for an on-site review
with focus groups. The cost for her to fly here is approximately $750. Her evaluation is a
requirement for us to receive funding from the state, which we have successfully pursued the last
4 years. In addition, we usually spend another $450-600 marketing the event. A donation of
$2.100 to underwrite these expenses would be gratefully received. I understand that, pursuant to
MCSO financial policies, reimbursement will only occur from receipts.
This has been an exciting year for Art Behind Bars. In January, we had 2 beautiful articles in two
prestigious national arts magazines. In April, we had a dramatic reading of the play, "Rock Stars"
by noted playwright Barbara McConagha based on the life stories of some of our female
students. Art After Bars had its gallery debut at Kate's Gallery with a show of artwork by 14
former inmates, all now out and still creating great works of beauty. Many of the artists were on
hand for the opening; each participants has completely re-invented themself through art. One,
Michael White, has opened his own gallery in Tarpon Springs, and has work hanging at The
White House. Another, Melinda Mitchell, has been clean and sober for the past 4 years following
28 years of addiction; she's in her second year of art school while working full time. Dr. Williams
was astounded with the success of these people, and our program in general. I needn't remind
you of the savings to taxpayers, as well as the community, in lowering recidivism.
We recently fulfilled a long-range goal of ours to seed similar programs elsewhere; see enclosed
press release. As always. I thank you for your ongoing support and commitment to programs.
