Summary of RequestjReport The subject property is currently in a Subur- ban Residential land use district. Subject property is adjacent to a URM land use district, separated from other properties in the Suburban Residential land use district to the west by a road. The 7,500 square foot parcel is vacant. There are two travel trailers on the larger parcel. The property immediately east of the subject property is devel- oped with mobile home residences. Attached Documentation~Yes___No MEMORANDUM DATE: November 16, 1988 TO: Monroe County Board of County Commissioners FROM: Donald Craig RE: Boundary Determination for Part of Sl/4 of NE1/4 of Section 27, Township 66S, Range 29E, Big Pine Key Background: The subject property is currently in a Suburban Residential (SR) land use district adjacent to an Urban Residential - Mobile Home (URM) land use district. The owner of the smaller parcel requested a boundary determination. Under a URM designation, thi s property could be developed for a single fami ly residence. The owner of the larger parcel has requested that his property be included in the boundary determination as his property is developed with mobile homes and is split by the SR/URM boundary. Recommendation: Move the SRfURM boundary to include these parcels in the URM land use district. Alternatives: Allow these parcels to remain in the SR district which would be inconsistent with the purpose of the URM district. Findings of Fact: 1. The designation of the above property as Urban Residential - Mobile Home (URM) rather than Suburban Residential (SR) will be consistent with Section 9.5-205, Purpose of the Urban Residential - Mobile Home district, and the uses allowed within the district, Section 9.5-234. 2. This determination was based on the following: The smaller of these properties is currently vacant. There are two travel trailers on the larger parcel. The zoning under the old code was General Use (GU). The Land Use Maps signed by Charles Pattison and dated February 25, 1986, do not precisely show the boundary but appear to show the area as SR. -;! The property immediately to the east of the subject site is zoned URM and developed with a number of mobile home residences. The owner of the parcel to the south owns the parcel to the east. A road separates these two parcels from other parcels to the west in the SR district. 3. Analysis of the existing uses on the property and surrounding properties indicate that the essential neighborhood characteristics support the determination to designate the area as URM.
