A RESOLUTION OF THE BOARD OF COUNTY COMMIS-
SIONERS OF MONROE COUNTY, FLORIDA CONCERNING
A WAIVER OF THE REQUIREMENTS OF SECTION 2-59
OF THE MONROE COUNTY CODE AS AMENDED BY THE
ADDITION OF SECTION 2-59 (g) OF THE MONROE
COUNTY CODE PROVIDING THAT SENIOR COMMUNITY
SERVICE PROJECT ENROLLEES SHALL BE EXEMPT
FROM THE REQUIREMENTS OF SECTION 2-59(b) AND
SECTION 2-59(e) OF THE MONROE COUNTY
CODE.
WHEREAS, it is in the best interest of, and promotes the
general welfare of, Monroe County, Florida, that the county
provide financial assistance to county employees for educational
courses which are applicable to the employees' fields of work, or
of such a nature and quality to directly contribute to the
employees' value and potential growth in the county's service;
and
WHEREAS, it is from time to time desirous that there be
flexibility in the implementation of Monroe County's educational
assistance program; and
WHEREAS, it is a requirement of the Monroe County Code that
the employee pay the registration fee and cost of credit hour
course work out of pocket in anticipation of reimbursement at the
end of the course. And as such a requirement places an undue
financial burden on these low income employees. And, as it is
felt that this financial burden will discourage enrollees from
pursuing educational training; and
WHEREAS, the senior community service project is a work
experience and training program funded by the national sponsor,
the National Council on the Aging. And, as a portion of said
funding is to be spent each year on educational training; and
WHEREAS, Section 2-59(b) of the Monroe County Code requires
an employee to be a full-time county employee for one year or
more prior to eligibility and, as such a requirement is
inconsistent with the federal guide lines of the senior community
service project; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that:
Section 1.
The eligibility requirement found in Section
2-59(b) of the Monroe County Code is hereby waived with regard to
senior community service project enrollees.
Section 2.
The reimbursement policy contained in Section
2-59(e) of the Monroe County Code is waived and the Clerk of the
Court is authorized to dispense funds for the cost of the initial
registration fee and the cost of the credit hour course work at
the time of registration for such educational training.
Section 3.
The senior community service proj ect office
will continue to insure that wise use of these monies are made by
requiring prior approval for course work to be taken by the
county administrator, monitoring enrollee's attendance, perfor-
mance, and attitude, and providing supportive services, as
necessary.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
