Resolution 188-1987 Commissioner Gene Lytton RESOLUTION NO. 188-1987 WHEREAS, the entire County of Monroe, State of Florida has endured the rigors of being designated an Area of Critical State Concern, and WHEREAS, that designation and its attending Principles for Guiding Development regulations have heaped upon the entire County of Monroe, State of Florida repressive and discriminatory land management, and WHEREAS, in addition to the foregoing, the entire County of Monroe, State of Florida has had to simultaneously comply with the Local Government Comprehensive Planning and Land Development Regulations Act, and WHEREAS, this overwhelming combination has resulted in rigid, severe, harsh and inequitous affects on local government and private property rights alike, and WHEREAS, every single millimeter of every ocean, bay and bight in the entire County of Monroe, State of Florida has been designated Outstanding Florida Waters, and WHEREAS, the County of Monroe, State of Florida has repelled one attempt to declare every single millimeter of every ocean, bay or bight an Aquatic Preserve and well expects repeated attempts, and WHEREAS, the County of Monroe, State of Florida has repelled one attempt to classify the entire Florida Keys as Barrier Islands and is confronted at present with a second attempt, and WHEREAS, the Florida Department of Environmental Regulations is presently entertaining proposed rule making under Docket No. 87-14R which deals with discriminatory Dredge and Fill Regulations applicable only and exclusively to Monroe County, State of Florida, and which will virtually eliminate any future marina, pier or dock construction in a county almost entirely dependent upon a total water oriented economy, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that the Governor, State of Florida; President, Florida State Senate; Speaker, Florida House of Representatives; the Monroe County State Legislative Delegation; the Monroe County Federal Congressional Delegation and the Secretary of the Florida Department of Environmental Regulation be made aware, by copy hereof, of the awesome cumulative effects of the foregoing actions, and the grave concern of local government for property rights and economic survival. PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a regular meeting of said Board held on the 21st day of April, A.D. 1987.
