SPECIAL INSTRUcTIONS: As the resolution states, Section 3:
"That this list of beneficiaries of CDBG fimding (Attachment A) is subject to disclosure of any
potential conflicts of interest with the County Commissioners of Monroe County, Citizens'
Advisory Task Force Board and Program Staff; and any such conflicts of interest by these parties
and applicants shall be addressed punuant to sections 112.311-112.3143, Florida Statutes and 24
C.F.R. section 570.489.
There must be a public disclosure if a conflict of interest exists.
Therefore, attached for your review, in order, are the Agenda Item, Resolution,
Resolving Conflicts of Interest, and eligibility lists. The two eligibility lists are for first, the Priority I
applicants who are homeowners, homestead exempt and living in their homes. This is the list of22
names. And second, the Priority n listing (80 listings) are property owners renting to income eligible
tenants. Please review the Conflict of Interest infonnation. This information is extracted from the CDBG
Program Guide. Following your review, please notify the Program Administrator, Mark bell, in writing,
via email (bellm@kwha.o~) or facsimile 292-1162 that you fmd no conflict of interest. If a conflict
exists, please notify the Program Administrator and follow the "Waiver Provisions" section provided to
you; the packet to DCA will be prepared by the Program Administrator.
It was anticipated that the homeowner listing would be far smaller than the property
owners renting to eligible tenants. This occurred, but not to the extent anticipated; we expected larger
numbers. The extended application period was beneficial, but it also allowed additional time to sell
apartment and mobile home park properties.
If you have any comments or questions regarding this paperwork, please contact the
: Program Administrator, Mark Bell, at 292-1221.
