RESOLUTION NO. 058 -1985
A RESOLUTION BY THE BOARD OF COUNTY COMMIS-
SIONERS OF MONROE COUNTY, FLORIDA, DIRECTED
TO THE STATE OF FLORIDA DEPARTMENT OF
COMMUNITY AFFAIRS, PROTESTING THE REJECTION
OF THE GRANT APPLICATIONS FILED FOR THE ROCK
AND FOR HIBISCUS PARK, DEMANDING SPECIAL
CONSIDERATION FOR MONROE COUNTY IN CONNEC-
TION WITH SUCH GRANT APPLICATIONS IN THE
FUTURE, AND URGING THAT THE COUNTY'S STATUS
AS AN AREA OF CRITICAL STATE CONCERN BE
CONSIDERED AS A MAJOR FACTOR IN GRANT ALLOCA-
TIONS.
WHEREAS, Monroe County has submitted applications for grant
funding from the United States Department of Housing and Urban
Development through programs administered by the Department of
Community Affairs pertaining to the Rock and to Hibiscus Park,
and
WHEREAS, such grant applications were rejected by the
Department of Community Affairs, and
WHEREAS, by such rejection, the Department of Community
Affairs has expressed its priorities with regard to the pressing
need for low-income and moderate-income housing in the Florida
Keys, and
WHEREAS, there is an urgent need for available, decent, safe
and affordable housing throughout Monroe County, and
WHEREAS, grants are needed to finance such housing, and
WHEREAS, the State of Florida and its agency, the Department
of Community Affairs, has repeatedly assured Monroe County that
it would be given special consideration with regard to its low
and moderate-income housing needs, and
WHEREAS, the designation of Monroe County as an Area of
Critical State Concern by the State and the implementation of
such designation by the Department of Community Affairs has
increased this need for reasonably-priced housing within the Keys
and has imposed substantial financial burdens upon the County,
now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that:
1. The County protests the rejection of its grant
applications pertaining to the Rock and to Hibiscus Park.
2. The County demands special consideration in the future.
3. The County urges that its status as an Area of Critical
State Concern be considered as a major factor in future grant
allocations.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a special meeting of said Board held
on the 20th day of February, A.D. 1985.
