into the Recoro, as fallows:
The applicant would like to provide improved boat mooring facilities for two
residential canal front lots. The applicant's goal will primarily be achieved
by the excavation of a single boat slip which will extend across the canal
shoreline of both lots. The slip will measure 116 ft. long by 15 ft. wide
and will match the canal depth of 4 ft. mean low water (MLW). Both ends of
the slip will be flared at a 450 angle, apparently for the purpose of
improving water circulation. The sides of3the boat slip will be vertically
box cut into bedrock. An estimated 450 yd of bedrock and crushed rock fill
will be excavated from t 0.035 ac area above mean high water (MEW) in order
to create the boat slip .
A pair of 10 ft. wide by 30 ft. long boat ramps will be built along the boat
slip side. The boat ramps will be located one on either lot, with a six
foot wide wall separating them.
The sides of the proposed boat slip will be saw cut into bedrock. A five
foot wide concrete walkway will be constructed around the edge of the slip.
Excavation of the slip will be accomplished by using a backhoe. The spoil
will be placed in uplands on one of the lots. Turbidity curtains will be
used to maintain water quality while the work is in progress.
The project site is located in the Rock Harbor area of Key Largo in the Key
Largo Ocean Shores subdivision. Until approximately two years ago, the
subdivision consisted of two pairs of canals which run due east to west. The
canals connect to the Atlantic Ocean to the east and Rock Harbor to the west.
Approximately two years ago, a third pair of canals were dug parallel to and
to the south of the older pairs. Permit No. 44-34296 was issued on April
23, 1982, authorizing the new pair of canals. It is within this pair of
canals where all of the proposed work will take place.
The new canals do not connect directly to the ocean or Rock Harbor, but
rather connect at either end to the middle of the three canal pairs to the
north. The middle canal, in turn, provides direct access to Rock Harbor and
the Atlantic Ocean. The Atlantic Ocean end of the canal system is provided
with an access channel, however, the Rock Harbor end terminates in very
shallow water (exposed at low tide), such that all boat traffic has to go
in and out through the ocean access channel. The central canals are connected
by a small bridge at their landward ends, which allows small boats to pass.
As mentioned above, the southern pair of canals where the proposed work is
located, were constructed within the last year. To date, only a few lots
have been built on in this new section of the subdivision. In the older areas
to the north, approximately half of the available lots have been developed.
The primary type of development is private residences, however, there is a
central area which is developed commercially.
Both the Atlantic Ocean and Rock Harbor, where the Key Largo Ocean Shores
subdivision's canals connect to them, are within John Pennekamp Coral Reef
State Park. The waters of the park are designated as Class III, Outstanding
Florida Waters (Chapters 17-3.041, 17-3.081 and 17-3.161, Florida Administrative
Code).

On May 16, 1983, application number 440697669 was received by the Department.
This application requested authorization to build a boat slip, which is
identical to the one proposed by Mr. Siler, on a pair of lots a few hundred
feet to the west of the applicant's property. To date, no final agency
action has been taken on this application.
The project site consists of two adjoining 70 ft. by 122.5 ft. lots (0.197
ac each) canal front lots with their long axis oriented perpendicular to the
canal shoreline. A private residence has recently been built on the eastern-
most of the two lots. The western lot remains vacant. Various ornamental
planting have been installed around the residence on the eastern lot, however,
much of this lot and all of the western lot, consists of scarified fill with
only a few oportunistic plants.
Along the canal edge, a few salt tolerant plants including sea purslane
(Sesuvium portulacastrum), seaside heliotrope (Heliotropium curassavicum),
sea daisy (Borrichia frutencens) and red mangrove (Rhizophora mangle)
seedlings have tentatively established themselves. The canal sides were cut
at a steep, but not vertical angle, such that the maximum depth of the canal
is not reached for a few feet from the upper bank.
As previously mentioned, the canal on which the proposed work is located,
is open at both ends. The canal takes advantage of a tidal head difference
between the Atlantic Ocean and Rock Harbor, to provide a strong flushing
current. Measurements of water quality within the canal have favorable
reflected this.
Construction related activities are likely to result in temporary elevated
levels of turbidity, in the waters near the project site. Proper use of
turbidity screens, as proposed, should be able to control this impact within
acceptable levels.
The biota, which is presently found living in the area of the proposed boat
slip, will be eliminated by the construction of the slip. Eventually, a
similar biota should be able to establish itself in and around the new boat
slip.
The proposed boat slip will tend to create a shoreline discontinuity and
stagnant pocket of water. Orienting the long axis of the slip parallel to
the canal and flaring the ends of the slip will tend to minimize this impact.

I. INTRODUCTION: This application for the construction of a boat slip
which involves excavating 222 cubic yards of material should be reviewed
by the Board of County Commissioners purusant to Section 19-111 (b) (4)
of the Monroe County Code.
II. SITE AND PROJECT DESCRIPTION: The applicants propose to excavate
a boat slip on their adjoining properties. This excavation will
effectively extend a navigable body of water and as such, pursuant
to Section 19-1ll(b) (4) of the Monroe County Code, review by the Board
of County Commissioners is required. The project will involve an
excavation of 222 cubic yards of material. In addition to the boat
slip, a boat ramp is being applied for. The Florida Department of
Environmental Regulation (F.D.E.R.) has permitted the two boat slips
as a single project (see enclosure).
The site in question was inspected on 4-26-85 and resulted in the
following: The lots are bordered on the north, south, and east by
residential property. To the west lies the major development Hidden
Bay. The lots do not fall within the Shoreline Protection Zone (SPZ)
as defined in Section 4-18 of the Monroe County Code. The lots have
been previously scarified with very little vegetation present. Sub-
tidal vegetation as well was depauperate. The reason for this is that
this area is a relatively new subdivision in which little erosion has
occurred.
Ill. EVALUATIO~: The antjcipated impact of excavilting a boat slip
should not be significantly Llrge. Since this c:mal system does
exhibit il large tidal flux, a good flushing action is present. It is

anticipated that an increase in petrochemicals will occur due to the
utilization of motor boats. This should not be significant as a good
flushing action is present in the canal system. A temporary rise in
the level of turbidity should ensue during construction. This rise
could be controlled with the proper use of turbidity screens. Runoff
into the basin as well could be controlled if a reverse swale embank-
ment be constructed such as to stop runoff into the water.
IV. RECOMMENDATION: The biologist recommends approval.
Conditions: (1) Turbidity screens to be employed during
construction.
(2) A reverse swale embankment to be con-
structed to control storm water runoff into
the basin.
V. OTHER: The applicants have applied for and received permits from
the F.D.E.R. and the U. S. Army Corps of Engineers.

year. To date, only a few lots have been built on in this
new section oE the subdivision. In the older areas to the
north, approximately half of the available lots have been
deve loped. The primary t YIJe oT development is pr i va te
residences, however, there is a central area which is
developed commercially.
Both the Atlantic Ocean and Rock Harbor, where the Key Largo
Ocean Shores subdivision's canals connect to them, are
within John Pennekamp Coral Reef State Park. The waters of
the park are designated as Class III, Outstanding Florida
Waters (Chapters 17-3.041, 17-3.081 and 17-3.161, Florida
Administrative Code) .
On May 16, 1983, application number 440697669 was received
by the ,Department. This application requested authorization
to build a boat sli~ which is identical to the one proposed
by Mr. Siler, on a pair of lots a few hundred feet to the
west of the applicant's property. To date no final agency
action has been taken on this application.
C. The project site consists of two adjoining 70 ft. by 122.5
ft. lots (0.197 ac each) canal front lots with their long
axis oriented perpendicular to the canal shoreline. A
private residence has recently been built on the eastern-
most of the two lots. The western lot remains vacant.
Various ornamental plantings have been installed around
the residence on the eastern lot, however, much of this lot
and all of the western lot, consists of scarified fill with
only a few oportunistic plants.
Along the canal edge, a few salt tolerant plants including
sea purslane (Sesuvium portulacastrum), seaside heliotrope
(Heliotropium curassavicum), sea daisy (Borrichia frutencens)
and red mangrove (Rhizophora mangle) seedlings have tenta-
tively established themselves. The canal sides were cut at
a steep, but not vertical angle, such that the maximum depth
of the canal is not reached for a few feet from the upper
bank.
As previously mentioned, the canal on which the proposed
work is located, is open at both ends. The canal takes
advantage of a tidal head difference between the Atlantic
Ocean and Rock Harbor, to provide a strong flushing current.
Measurements of water quality within the canal have favor-
ably reflected this.

temporary elevated levels of turbidity, in the waters near
the rroject site. Proper use of turbidity screens, as
proposed, S;1O'U 1c1 be able to control this impact wi thin
acceptable levels.
The biota, which is presently found living in the area of
the proposed boat slip, will be eliminated by the construc-
tion of the slip. Eventually, a similar biota should be
able to establish itself in and around the new boat sl:
The prop8sed boat slip will tend to create a shoreline
discontinuity and stagnant pocket of water. Orienting the
long axis of the slip parallel to the canal and flaring
the ends of the slip will tend to minimize this impact.
