Higgs Property Appraiser RESOLUTION NO. 182 -1985 RESOLUTION CREATING A TAX ADVISORY COMMITTEE TO STUDY ALL POTENTIAL SOURCES OF REVENUE TO SUPPORT LOCAL GOVERNMENT TO RELIEVE THE BURDEN OF THE AD VALOREM TAX. WHEREAS, Monroe County and each of its various local govern- ments have relied upon the ad valorem tax to support local government, and WHEREAS, because the County is mainly made up of a group of islands which limit and restrict expansion of the ad valorem tax base through new development, and WHEREAS, Monroe County and each of its local governmental units, together with its resident taxpayers, face severe problems in depending upon the ad valorem tax as a main source of revenue, and WHEREAS, the State of Florida in the funding of schools in this County and throughout the State, places an ever increasing burden upon local taxpayers of which local government has not control, and WHEREAS, this Monroe County Commission deems it in the best interest of the County to seek new sources of revenue to relieve th already excessive tax burden on local property owners, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, as follows: 1. That this County Commission in pursuance of its general powers, as established by law, hereby creates a Tax Advisory Committee comprised of one member of this County Commission and one member from each City Commission thereof together with its State Representative, State Senator, Property Appraiser, Tax Collector and Clerk of the Circuit Court of the County, and two members who are residents of the County of Monroe. 2. That this Tax Advisory Committee begin, as soon as practicable, a study of all potential sources of revenue to support local government to relieve the burden of the ad valorem tax and propose to this Commission and our Legislative Delegation amendments to the Florida Statutes and/or Florida Constitution, which would provide such alternative sources of revenue for the 1986 session of the Florida Legislature. 3. That this Tax Advisory Committee may employ, with prior approval of this Commission, such consultants and experts as it deems necessary to accomplish its task as herein outlined. 4. That such members of the Tax Advisory Committee shall not receive compensation for their efforts but all expenses, upon prior approval, shall be reimbursed by the County Commission.
