RESOLUTION NO. 207 -1985
A RESOLUTION REQUESTING THE AUTHORIZATION FOR
MONROE COUNTY TO LEVY CERTAIN ADDITIONAL TOUR-
IST AND REAL ESTATE RELATED TAXES TO EASE THE
FISCAL IMPACT OF THE PROPOSED COMPREHENSIVE
LM~D USE PLAN; REQUESTING ADDITIONAL FUNDS FROM
THE STATE FOR THE SAME PURPOSE; REQUESTING THAT
THE LEGISLATURE URGE THE U.S. CONGRESS TO ALLOW
TOLLS ON U.S. 1 FOR FUTURE CAPITAL IMPROVEMENTS
TO THAT HIGHWAY; AND PROVIDING THAT COPIES OF
THIS RESOLUTION BE SENT TO CERTAIN ENUMERATED
IND IVIDUALS .
WHEREAS, Monroe County has been designated an area of critical
state concern by the Legislature of the State of Florida; and
WHEREAS, Monroe County is in the process of preparing a com-
prehensive plan in accord with the principles for gui1ding deve10p-
ment; and
WHEREAS, the fiscal impact upon Monroe County of the principles
for gui1ding development indicate that the present financial re-
sources of the County are inadequate to cover the increased costs
to the County that the plan will incur; and
WHEREAS, additional revenue sources will be needed by Monroe
County in order to finance the implementation of the comprehensive
plan; and
WHEREAS, Monroe County is a unique resource and geographical
area within the State of Florida; and
WHEREAS, significant land areas in Monroe County are or will
be held in public ownership; and
WHEREAS, the successful implementation of Monroe County's
comprehensive plan is dependent upon the availability of additional
revenue to finance the administrative and capital improvement costs
required to achieve the goals and objectives of the comprehensive
plan; and
WHEREAS, public lands in Monroe County serve as a recreational
resource for people from the nation and the world;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COM-
MISSIONERS OF MONROE COUNTY, FLORIDA:
1. That the Legislature of the State of Florida is hereby
requested to authorize Monroe County to levy an additional one
cent (l~) sales tax to be used for general county purposes.
2. That the Legislature of the State of Florida is hereby
requested to authorize Monroe County to levy an additional two
cent (2~) tourist related tax on bars, cocktail lounges, night
clubs, restaurants and tourist attractions to be used to offset
the tourist related impact on beaches, parks, recreational and
other public use facilities.
3. That the Legislature of the State of Florida is hereby
requested to authorize Monroe County to levy an additional docu-
mentary stamp tax on real estate transfers in Monroe County with
the revenues so raised used for general county purposes.
4. That the Legislature of the State of Florida is hereby
requested to enact legislation providing for the collection of an
additional One Dollar and Fifty Cents ($1.50) per person upon all
individuals using State Park and Recreational areas in Monroe
County with the funds so raised, less expenses of collection,
being remitted to Monroe County for general county purposes.
5. That the Legislature of the State of Florida is hereby
requested to appropriate Fifty Million Dollars ($50,000,000) to
be paid to Monroe County in annual installments of Five Million
Dollars ($5,000,000) as payments in lieu of taxes for publicly
owned lands during the first ten (10) years after the effective
date of the comprehensive plan.
6. That the Legislature of the State of Florida is hereby
requested to establish the Florida Keys Conservancy for the purpose
of assisting in the implementation of the comprehensive plan for
Monroe County and to appropriate the sum of One Hundred Fifty Mil-
lion Dollars ($150,000,000) to be used for the acquisition, or
alternative use, of high impact development land.
7. That the Legislature of the State of Florida is hereby
requested to adopt a resolution requesting the Congress of the
Untied States to amend the Federal Highway Act so as to allow the
placement of a toll, or tolls, on the portion of U.S. 1 in Monroe
County for the purpose of financing future capital improvements to
that highway; as an alternative that the Federal Government by and
through the Federal Department of Transportation be requested to
extend Interstate Highway - 95 from its southern terminus to Key
West, Monroe County, Florida.

8. That the Clerk is hereby directed to send copies of
this Resolution to the following:
a. The members of the Monroe County legislative
delegation;
b. All other members of the Florida Legislature;
c. The Governor and Cabinet;
d. The members of Florida's Congressional and
U.S. Senate delegations.
