A RESOLUTION OF THE BOARD OF COUNTY COMMIS-
SIONERS OF MONROE COUNTY, FLORIDA,
REQUESTING THE ASSISTANCE OF THE SOUTH
FLORIDA REGIONAL PLANNING COUNCIL (COUNCIL)
IN THE ADOPTION AND IMPLEMENTATION PROCESS
OF THE MONROE COUNTY YEAR 2010 COMPREHENS;V~

WHEREAS, Monroe County (County) adopted the Monroe
County Year 2010 Comprehensive Plan (Comp. Plan) on April
15, 1993; and
WHEREAS, THE Compo Plan's Section 2.0 includes Policy
1, which reads in part:
" . . . From these combined sources Monroe County
will commit up to one third of the cost of
implementing and administering the above-ref-
erenced policies. The balance of the funds
required to implement these policies will be
sought from federal, state and private fund-
ing sources. As, and to the extent that,
funds are made available as contemplated in
this paragraph, these policies shall be imple-
mented. Monroe County shall not be required
to implement these policies except as funds
are made available as contemplated in this
paragraph, and any date required under this
Plan for implementation of any of these poli-
cies is subject to the availability of such
funds. "
WHEREAS, the Council has intervened in a legal challenge to
the Compo Plan; and
WHEREAS, Monroe County feels that it will be mutually benefi-
cial to both governmental agencies and to the general public that
the Council remove itself from that adversarial position; and
WHEREAS, the Council will be able to meet its obligations
under the Florida Statutes by acting as a mediator between the
County and the Florida Department of Community Affairs (DCA); and
WHEREAS, such an arrangement will further the State comprehen-
sive plan's policy of intergovernmental coordination; and
WHEREAS, such intergovernmental cooperation should lead to a
similar result at a greatly reduced expense; and
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA THAT:
Section 1. That this Board requests that the Council with-
draw as an Intervenor in the Monroe County Year 2010 Comprehen-
sive Plan challenge; and
Section 2. That this Board requests that the Council act as
a mediator in any disputes which may arise between the DCA and
the County concerning the County and the Council's Comprehensive
Plans; and
Section 3. That this Board requests that the Council assist
the County in obtaining funding from all possible sources, includ-
ing federal, state, and private funding sources, in order to help
mitigate the financial burden mandated by the County's Compo Plan
and further spelled out in Comp Plan Policy 1.
Section 4. The Clerk of the Board is hereby directed to
forward one (1) certified copy of this Resolution to the Division
of Growth Management.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 14th day of Decerrber , A. D., 1994.
