RESOLlITION NO.
191 - 1984
WHEREAS, local governments, including school boards, are, like their
taxpayers, prepared to live within their incomes, perfonning only those
functions they can afford, and
WHEREAS, primarily because of the necessity of funding public educa-
tion, Property Appraisers are forced year after year to raise evaluations
to unnaturally high levels in a futile effort to reach an impossible "just
value", not fixed by general law as our Constitution provides, but as
mandated by Supreme Court decisions and Executive rules and regulations, and
WHEREAS, reasonable persons agree that this spiraling trend must be
ended,
NOW THEREFORE BE IT RESOLVED;
THAT, the main reason for pressure on Property Appraisers is the need
of additional local taxes to meet the constantly increasing funding needs
of public education, our Legislators shall ilrunediately amend the Educational
Funding Program to limit the required local funds to the sums now provided
with any additional dollars needed for public education being supplied solely
from state resources, and
FURTHER BE IT RESOLVED, that our legislature make clear that the con-
stantly rising ad valorem tax burden must cease by reasserting that "just
value" shall be as mandated by our Constitution and not as measured by in-
flated and/or tax sheltered selling prices.
