Resolution 218-1984 RESOLUTION NO. 218_1984 RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, TO INVITE CERTAIN STATE REGULATORY AGENCIES AND AVIATION INTERESTS TO PARTICIPATE IN A FINAL FIELD INVESTIGATION OF SEVEN (7) PRESELECTED POSSIBLE SITES FOR AN UPPER KEYS AIRPORT; FURTHER THAT THE DEPARTMENT OF COMMUNITY AFFAIRS (DCA) SHALL BE REQUESTED TO SERVE AS THE LEAD STATE AGENCY; FURTHER THAT THE FINAL FIELD INVESTIGATIONS SHALL BE COMPLETED WITHIN THIRTY (30) DAYS. WHEREAS, Resolution 192-1981 of June 16, 1981 which created the Upper Keys Airport Advisory Board; WHEREAS, Resolution 345-1981 of November 17,1981, Proclaiming the Intent of Monroe County to Develop an Airport Facility in the Upper Keys and proclaiming that the Board of County Commissioners does intend and will utilize all efforts to develop a new airport facility in the "Upper Keys". That in so doing it is the intent of this Board of County Commissioners to set forth that the aforesaid facility is needed and necessary and desired by the citizenry of Monroe County; WHEREAS, by unanimous motion on March 22, 1982 - Approving Proceeding with the Upper Keys Airport Site Selection Study; WHEREAS, Resolution 127-1982 of April 5, 1982, Authorizing Execution of a Joint Participation Agreement between the County and FDOT; WHEREAS, Resolution 185-1982 of June 1, 1982, (passed July 12, 1982) Authorizing Execution of Agreement Between Monroe County and BR&R Associates, Inc. - PBS&J, Inc. - A Joint Venture to Perform the Upper Keys Airport Site Selection Study Pursuant to FAA and FDOT Regulatory Procedures including a "No Action" Al terna tive; WHEREAS, on June 30, 1983 the Monroe County Board of County Commissioners was presented with Part I of the "Upper Keys Airport Site Selection Study", that is, the Needs Analysis; WHEREAS, a Public Involvement session to present the Needs Analysis to the public was conducted by the Upper Keys Airport Advisory Board on September 29, 1983; WHEREAS, on June 1, 1984 the Monroe County Board of County Commissioners voted to provide 50% matching funds to complete the Study (re: State project #9000- 1538 and Monroe County Resolution #127-1982); " WHEREAS, Monroe County is now beginning Part n of the "Upper Keys Airport Site Selection Study; that is, The Environmental Overview and Site Selection; WHEREAS, on July 26, 1984 the Upper Keys Airport Advisory Board held a second public involvement session in Key Largo, Florida to present seven (7) preselected sites; WHEREAS, FAA Advisory Circular 150/5070.6, Airport Master Plans, recommends that "final field investigations should be a joint effort on the part of the sponsor, his consultant, and planning agencies and aeronautical interests having jurisdiction in such matters; and WHEREAS, FAA Advisory Circular 150/5070.6 Airport Master Plans, requires coordination of this study with local comprehensive planning efforts, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that the Upper Keys Airport Advisory Board is requested to invite the Executive Directors and/or Secretaries of: the Florida Department of Community Affairs (DCA); the Florida Department of Transportation (FDOT); the Monroe County Director of Airports; the Florida Department of Environmental Regulation (DER); and the Florida Department of Natural Resources to participate in a final field investigation of seven (7) preselected sites in the Upper Keys demand area; BE IT FURTHER RESOLVED BY SAID BOARD that the Department of Community Affairs (DCA) is requested to serve as the lead state agency in this endeavor; BE IT ALSO FURTHER RESOLVED BY SAID BOARD that this final field investigation shall be completed within thirty (30) days from hence.
