RESOLUTION NO. 248-1984
A RESOLUTION COMMENDING HOWARD ENGLAND FOR
HIS MANY YEARS OF UNSELFISH DEDICATION TO THE
EXPLORATION AND EXCAVATION OF FORT ZACHARY
TAYLOR.
WHEREAS, Howard England, a fourth generation Key Wester, was
born on August 18, 1914, and
WHEREAS, Howard England has served the military and civilian
community as a self-educated, highly motivated, and skilled
architect for over 25 years, and
WHEREAS, Howard England, as Navy base architect, pioneered
the exploration and excavation of Fort Zachary Taylor in 1968,
and
WHEREAS, Howard England labored at Fort Taylor for over
eight years, voluntarily and without compensation of any kind,
after funding work and materials himself, and
WHEREAS, Howard England has devoted countless hours of time
on research and manual labor in discovery, documenting, and
preserving Fort Zachary Taylor and its artifacts during his 16
years at Fort Zachary Taylor, and
WHEREAS, Howard England's efforts have resulted in the
discovery of this nation's largest source of Civil War ordinance
artifacts, many of which are rare and/or non-existent elsewhere,
and has preserved a site rich in historical and aesthetic
character, and
WHEREAS, Howard England lead efforts to have Fort Zachary
Taylor declared a national historic landmark, which was accom-
plished in 1973, and
WHEREAS, Howard England also lead in the efforts to estab-
lish Fort Zachary Taylor as a State historic site under the
management of the Florida Department of Natural Resources, which
was accomplished in 1976, and
WHEREAS, Howard England, working as an employee of the
Department of Natural Resources, continued to expand and develop
the interpretive displays and museum exhibits and provide many
other services beyond his regular job duties to a degree of
professional craftsmanship and expertise at a considerable
savings to the Department of Natural Resources and taxpayers of
Florida, and
WHEREAS, through Howard England's efforts the State of
Florida, Monroe County and the City of Key West now have almost
50 acres of historical and recreational property for the use,
education and edification of the visiting public, at no cost to
the taxpayers of Florida, and
WHEREAS, Howard England has served as a positive and influ-
encial role model for young and adult citizens alike, exemplify-
ing attributes and abilities, characteristics and qualities of
the highest calibre and focusing State and national attention on
the positive potential of the City of Key West and its citizens,
now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that this Commission declares Friday,
August 17, 1984, to be Howard S. England day and further urges
the Governor of the State of Florida, the Florida Cabinet, the
Florida Legislature and the Florida Department of Natural Re-
sources to take whatever measures are necessary to honor Howard
S. England by so naming the site referred to above The Fort
Zachary Taylor State Historic Site -- Howard S. England State
Park.
BE IT FURTHER RESOLVED BY SAID BOARD that it hereby
unanimously authorizes the signature hereon of Wilhelmina G.
Harvey as the first woman Chairman and Mayor of Monroe County.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the
7 th day of September
1984.
