Resolution 250-1984 RESOLUTION NO. 250 -1984 A RESOLUTION SUPPORTING THE PRESENTATION OF A PETITION TO THE STATE GOVERNMENT REGARDING A "CLOTHES OPTIONAL" BEACH AT BAHIA HONDA STATE PARK, REQUESTING THE STATE TO GRANT TO THE PUBLIC ACCESS TO THE SYSTEM AND TO RULE-MAKING PROCEEDINGS, AND REQUESTING THE STATE TO MAKE A DETERMINATION AS TO THIS PROPOSAL AFTER CONSIDERING THE INPUT RECEIVED FROM THE PUBLIC. WHEREAS, the Board of County Commissioners of Monroe County has listened to and has had the benefit of testimony, comment, and remarks by and from various members of the public and sectors of the community at numerous public hearings concerning the issue of a "clothes optional" beach at Bahia Honda State Park, and WHEREAS, The Board of County Commissioners has been present- ed with a Petition signed by some 3,400 residents of the County, which Petition requests the Board to endorse the presentation of a proposal to the State government in Tallahassee, Florida, seeking to have a section of said Park so designated, and WHEREAS, such proposal has received the endorsement of the Lower Keys Chamber of Commerce, as well as the endorsement of certain other civic groups and individuals, and WHEREAS, the advocates of this proposal have been advised by their elected and appointed State officials and representatives, either directly or through duly authorized aides and employees, that the Department of Natural Resources would bring the issue before the Governor and Cabinet and that the Governor and Cabinet would consider the issue if and when the Board of County Commis- sioners of Monroe County took a position in support of such action, and WHEREAS, the Board of County Commissioners of Monroe County firmly believes in the right of all individuals to petition their government and in the obligation of the government to give full and fair hearing to its citizenry, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that: 1. The Board of County Commissioners of Monroe County, Florida, hereby officially announces its support of the presenta- tion of a proposal to the State government seeking to have a section of Bahia Honda State Park designated and established as a "clothes optional" beach. 2. The Board of County Commissioners of Monroe County, Florida further asks the appropriate State agencies and officials to grant to the members of the public who are interested in this measure access to the system and entry into such rule-making proceedings as may be initiated. 3. Finally, the Board of County Commissioners of Monroe County, Florida, asks that the appropriate State agencies and officials make a determination regarding the proposal and that in reaching their decision such State agencies and officials give full and fair consideration to all who wish to contribute some input into the decision-making process.
