Resolution 254-1984 Commissioner Wilhelmina Harvey RESOLUTION NO. 254 - 1984 RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA WHEREAS, TREASURE SALVORS, INC. has contributed to the economic well-being of the Florida Keys, and, WHEREAS, TREASURE SALVORS, INC., has contributed greatly to the historical and archaeological wealth to mankind through its discoveries and documentation activities pertaining to ancient historic shipwrecks, and WHEREAS, TREASURE SALVORS, INC., has achieved all this through private enterprise and private funding of its risk capital, and WHEREAS, the last decade numerous interventions by State and Government agencies to claim title to shipwrecks or archaeologi- cal sites has proven to be adverse to the community and people, and WHEREAS, archaeological significance of historic shipwrecks is now being adequately controlled by the Federal Admiralty Courts, and WHEREAS, Archaeological Guidelines have been established in such a manner as to protect the legitimate interests of all parties. These procedures have been followed successfully by salvors in cooperation with the State of Florida. Modern day pirates have successfully been halted by the Admiralty Courts, and WHEREAS, the proposed acts of S. 1504 and H. R. 3194 would have extremely adverse impact on the archaeological recovery programs, museums, tourism and the economy in general. These two bills (S. 1504 and H. R. 3194) which would give title of shipwrecks to the Federal Government and the States should be put on "hold" or killed altogether, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that said Board is supportive of the claims by TREASURE SALVORS, INC. and is opposed to State or Federal ownership or title to shipwrecks or archaeological sites. PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a regular meeting of said Board held on the 7th day of September, A.D. 1984.
