A RESOLUTION REQUESTING A PROMPT AND FINAL
DISPOSITION OF FEDERAL SURPLUS PROPERTY IN
THE CITY OF KEY WEST, FLORIDA, KNOWN AS
TRUMAN ANNEX.
WHEREAS, the Department of the Navy discontinued use of its
facility in the City of Key West, Florida, known as Truman Annex,
in 1973, and the facility was subsequently declared surplus prop-
erty, and
WHEREAS, numerous studies by.the Federal government, local
municipal governments and private companies have determined that
the property cannot be made useable and useful for any purpose
without the expenditure of substantial sums of money, and
WHEREAS, the Key West Redevelopment Agency was created by
the Board of County Commissioners of Monroe County, Florida, and
the Board of City Commissioners of Key West, Florida, with the
consent and support of the United States Department of Defense,
to oversee the redevelopment of the Truman Annex property so that
it might provide the greatest benefit to these communities, and
WHEREAS, since the time the property was declared surplus
property, the Department of the Navy has on numerous occasions
imposed a freeze on the disposition of the surplus property, the
latest of which is a six month freeze imposed in February, 1982,
and
WHEREAS, this most recent freeze comes at a time when the
Redevelopment Agency and the General Services Administration had
virtually completed negotiations for the sale of the property .to
the Agency, creating, not only confusion and indecision, but a
tremendous economic hardship on the community, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, that the Department of Defense and the Department
of the Navy are urged to immediately terminate the current freeze,
and release the Truman Annex Federal surplus property for disposi-
tion by the General Services Administration, or in the alternative,
immediately reactivate the former Naval facility with a full com-
plement of Naval activities.

BE IT FURTHER RESOLVED BY SAID BOARD that the Clerk of this
Board is hereby instructed to forward certified copies of this
resolution to the Department of the Navy, the Department of De-
fense, the General Services Administration, and the Monroe County
Congressional Delegation.
Passed and adopted by the Board of County Commissioners of
Monroe County, Florida, at a'regular meeting of said Board held on
the 9th day of February, A.D. 1982.
