Resolution 068-1982 L RESOLUTION NO. 68 -1982 WHEREAS, recent correspondence from the Florida Department of Veteran and Community Affairs has raised concerns about the adequacy of staff review for major development projects within Monroe County, and WHEREAS, the manager of the MSD has only recently commenced a study of the present adequacy of existing solid waste facilities, and WHEREAS, Monroe County's unique geographical characteristics create special concern about planning a public response for natural disasters, especially the evacuation of the existing population in case of a hurricane, and WHEREAS, one beneficial effect of such interpretation will be to clarify the Monroe County requirements for applications for major development projects so as to put staff and potential applicants on notice of the criteria required to be met in order to commence processing of applications, and WHEREAS, Section 6-228 and 6-229 of the Monroe County Code establishes the purpose for requiring community impact assessments and outlines general requirements, but does not adequately provide for specific requirements, now, therefore, BE IT RESOLVED, that in order for an application for a major development project to be deemed complete, the following criteria must have been fully met: (1) For the purpose of documenting coordination with the FKAA, the applicant shall provide the staff with a detailed statement showing (a) the existing facilities capacity and allocation at the present time; (b) improvements or modifications planned for the facilities to increase the capacity and allocation of the water system and a timetable of the steps to be taken in accommodating the projected growth; (c) the net effect of the proposed project on both the existing service and the remaining allocation based on service commitments related to existing zoning at the time of application. (2) For the purpo se of document ing coordination w;ith the MSD, the applicant shall provide the staff with a detailed statement showing (a) the existing facilities capacity at the present time; (b) improvements or modifications planned for the facilities to increase the capacity of the solid waste system and a timetable of the steps to be taken in accommodating the projected growth; (cl the net effect of the proposed project on both the existing service based on service commitments related to existing zoning at the time of application. (3) For the purpose of providing a complete estimated projection of transportation and utility needs at the completion of each development phase, the applicant shall provide staff with a detailed analysis showing (a) the current level of service of roads and utilities expected to be impacted by the proposed development; (b) improvements or modifications planned for the roadways and utilities to increase the level of service and the timetable of steps to be taken in accommodating this projected growth; (c) the net effect of the proposed project on both the existing le~el of se~vice and the projected level of service at completion of each development phase of the proposed project.
