Resolution 123-1982RESOLUTION NO. 12.3:._..-1982 WHEREAS, the BOARD OF..COUNTY.COMMISSIONERS OF MONROE COUNTY, FLORIDA, has received an application from MARK L. TRAMMELL , and WHEREAS, in compliance with State_Statute, it is -necessary as part of the permitting procedure to read the following Biological Assessment into the Record, as follows: The applicant proposes to repair a riprap revetment in order to control erosion and protect an access channel from loose boulders rolling in. The project calls for placing approximately 5 cu. yds. of riprap in a 15 ft. by 4 ft. area along the present shoreline. The riprap will be mortared together in order to more securely hold it in place. Riprap will be obtained by recovering boulders which have fallen into the adjacent channel. All other materials and equipment will be brought to the site by truck over upland roads. A small back - hoe will be used to position the boulders. The project site is located on the south side of Windley Key, ,Monroe County, and fronts directly on the Atlantic Ocean. The surrounding waters are all Class III (Chapter 17-3.081 Florida Administrative Code). In general, this area of Windley Key is heavily developed with an assortment of commercial enterprises relating to the tourist. industry. Motels are found adjacent to the project site on both the, east and west sides. The Atlantic Shoreline (south side) of Windley Key has been heavily developed an altered over th years. Man-made water bodies measuring 130 ft. by 80 ft.; 550 ft. by 8 ft.; and 220 ft. by 70 ft. are located on the properties immediately to the east of the pro- ject site. The shoreline to the west of the site has been filled and bulkheaded for 1,000+ feet. A one (1) mile long man-made channel, into which six (6) smaller channels connect, runs perpen- dicular to th-e sh.ore (_north -south) just to the east of the project site. To the north of the project site is the U.S. 1 - SR 905 right-of- way beyond which is the Wi.ndley Key quarry, presently inactive. The project site is located within the Windley Key Trailer Park, The park is fully developed with all of the available spaces filled by house trailers. The uplands within the park are com- pletely covered by pea gravel. The only vegetation consists of ornamental trees and scrubs; there is no grass or ground covering vegetation..__ The waterward 150 to 200 ft. of the trailer park apparently was created by filling submerged sea floor. The entire shoreline of the project site with the exception of a boat basin is protected from erosion by boulder riprap revetments. The boat basin is seawalled. The location of the proposed work is along the west side of the trailer park shoreline, near the entrance to the boat basin. A shallow (5+ ft. deep) man-made channel which connects the boat basin to th.e previously described main access channel runs along the entire shore in this area. The work site, when inspected, had a deteriorating.riprap revetment. (05 J Resolution Mark L. Trammell _•Seawall -Repai-r Page Two As a result'of the steep and rocky -nature of the shoreline there - is no emergent or transitional vegetation. The intertidal and submerged vegetation along the shore consisted of a moderate growth of Caulerpa sp., Halimeda sp., Acetabularia sp. and un- identified red, algae. ' The 'fauna observed on and near the riprap was composed of beaded periwinkles (Tectarius muricatus) Sergeant majors (Abudefduf saxatilis) and small snappers (Lutjanus spp.) Beyond the revetment the bottom slopes down into the channel. The bottom in the channel appeared to be sandy and devoid of large attached plants. On the far side of the channel extensive sea - grass beds are found. Placement of the riprap for the proposed revetment repair can be expected to cause elevated levels of turbidity. Experience with the placement of riprap has shown the associated turbidity levels are often not very high and proper use of silt screens usually can control the turbidity. The flora and fauna found on the area of the revetment that will be repaired will be destroyed or displaced. The amount of biota lost should be small. Once the revetment repair is completed a similar biological community should be able to reestablish itself quickly. The flora and fauna found on the area of the revetment that will be repaired, will be destroyed or displaced. The amount of biota lost should be small. Once the revetment repair is completed a similar biological community should be able to reestablish itself quickly. RESOLUTION NO. 123- -1982 WHEREAS, the BOARD OF .COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, has received an application from MARK L. TRAMMELL , and WHEREAS, in compliance with State Statute, it is necessary as part of the permitting procedure to read the following Biological Assessment into the Record, as follows: The applicant proposes to repair a riprap revetment in order to control erosion and protect an access channel from loose boulders rolling in. The project calls for placing approximately 5 cu. yds. of riprap in a 15 ft. by 4 ft. area along the present shoreline. The riprap will be mortared together in order to more securely hold it in place. Riprap will be obtained by recovering boulders which have fallen into the adjacent channel. All other materials and equipment will be brought to the site by truck over upland roads. A small back - hoe will be used to position the boulders. The project site is located on the south side of Windley Key, Monroe County, and fronts directly on the Atlantic Ocean. The surrounding waters are all Class III (Chapter 17-3.081 Florida Administrative Code). In general, this area of Windley Key is heavily developed with an assortment of commercial enterprises relating to the tourist industry. Motels are found adjacent to the project site on both the east and west sides. The Atlantic Shoreline (south side) of Windley Key has been heavily developed an altered over th years. Man-made water bodies measuring 130 ft. by 80 ft.; 550 ft. by 8 ft.; and 220 ft. by 70 ft. are located on the properties immediately to the east of the pro- ject site. The shoreline to the west of the site has been filled and bulkheaded for 1,000+ feet. A one (1) mile long man-made channel, into which six (.6) smaller channels connect, runs perpen- dicular to the shore (,north -south) just to the east of the project site. To the north of the project site is the U.S. 1 - SR 905 right-of- way beyond which is the Windley Key quarry, presently inactive. The project site is located within the Windley Key Trailer Park, The park is fully developed with all of the available spaces filled by house trailers. The uplands within the park are com- pletely covered by pea gravel. The only vegetation consists of ornamental trees and scrubs; there is no grass or ground covering vegetation. The waterward 150 to 200 ft. of the trailer park apparently was created by filling submerged sea floor. The entire shoreline of the project site with the exception of a boat basin is protected from erosion by boulder riprap revetments. The boat basin is seawalled. The location of the proposed work is along the west side of the trailer park shoreline, near the entrance to the boat basin. A shallow (5+ ft. deep) man-made channel which connects the boat basin to the previously described main access channel runs along the entire shore in this area. The intertidal and submerged vegetation along the shore consisted of a moderate growth of Caulerpa sp., Halime_da sp., Acetabularia sp. and un- identified red algae. TE-e-fauna observ-eU —on and near the riprap was composed of beaded periwinkles (Tectarius muricatus) Sergeant majors (Abudefduf saxatilis) and small snappers(Lutjanus spp.) Beyond the revetTrent the bottom slopes down into the channel. The bottom in the channel appeared to be sandy and devoid of large attached plants. On the far side of the channel extensive sea - grass beds are found. D. Placement of the riprap for the proposed revetment repair can be expected to cause elevated levels of turbidity. Experience with the placement of riprap has shown the associated turbidity levels are often not very high and proper use of silt screens usually can control the turbidity.
