Chap- ter 380 et. seq.) designating Monroe County an Area of Critical State Concern; and WHEREAS, the Florida Administrative Code Sec. 28-29 et. seq. provides the principles for guiding development in the Florida Keys Area of Critical State Concern; and WHEREAS, the Florida Legislature through the "Local Govern- ment Comprehensive Planning and Land Development Regulations Act" (F.S. Chapter 163) has required that Monroe County adopt a Compre- hensive Plan and Land Development Regulations which must also be consistent with all of the above; and WHEREAS, Monroe County, by complying with the above mandates, will be forced to adopt mechanisms which, of necessity, will have huge fiscal impacts on a small tax base; and WHEREAS, the Area of Critical State Concern designation is intended to benefit all of the citizens of the State of Florida; and WHEREAS, the Department of Community Affairs, under Florida Administrative Code 9J-5, has oversight over Monroe County, NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA THAT: Section 1. The Board hereby requests that a recurring reve- nue source be identified by the State of Florida which will en- sure funding in the amount of fifteen million dollars ($15,000,000) annually to the Monroe County Land Authority for the exclusive purpose of purchasing lots which have failed to qualify to receive a building permit under Monroe County's Dwell- ing Unit Allocation Ordinance. Section 2. The Board hereby requests that a cumulative and recurring revenue source be identified by the State of Florida which will ensure funding, at a minimum, in the amount of two hun- dred thousand dollars ($200,000) annually, which annual amount shall accumulate, as just compensation in lieu of taxes for lands removed from Monroe County's tax roll. Section 3. The Board hereby requests that a one time reve- nue source be identified by the State of Florida which will en- sure funding in the amount of one million dollars ($1,000,000) for the implementation of the Department of Health and Rehabilita- tive Services' (HRS's) septic on-site disposal system (OSDS) in Monroe County, with an additional three million dollars ($3,000,000) provided for the development of the Monroe County Master Waste Water Treatment Plan. Section 4. The Board hereby requests that a one time reve- nue source be identified by the State of Florida which will pro- vide one million dollars ($1,000,000) in matching funds for the implementation of studies deemed critical by both the Florida Department of Community Affairs and the Monroe County Board of Commissioners in order to accomplish the goals and policies set forth in the Monroe County Comprehensive Plan 1990-2010 and the Monroe County Land Development Regulations. The Clerk of the Board is hereby directed to forward three (3) certified copies of this Resolution to the Division of Growth Management. The Director of Growth Management is hereby directed to for- ward a copy of this Resolution to the Secretary of the Department of Community Affairs and to State Representative Ron Saunders and State Senator Daryl Jones. PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a regular meeting of said Board held on the 10 day of February, A.D., 1993.
