A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, REQUESTING MONROE COUNTY'S
LEGISLATIVE DELEGATION TO SPONSOR LEGISLATION
AUTHORIZING MONROE COUNTY TO LEVY A SALES TAX FOR THE
PURPOSE OF FINANCING PRIMARY HEALTH CARE CLINICS AND
SERVICES FOR THE INDIGENT AND LOW-WAGED CITIZENS OF
MONROE COUNTY.

WHEREAS, these citizens routinely seek primary an4 o~di~ry io'
health care at the emergency facilities of the County's three
hospitals, and
WlfEREAS, the delivery of primary care in this fashion is
unnecessarily expensive and inefficient, and
WHEREAS, the several hospitals of Monroe County write off
large sums of money for the cost of such services which sums are
in turn passed on to other patients of the hospitals in the form
of higher rates for all services, and
WHEREAS, the State of Florida has been passing the costs of
indigent health care to the counties in several scenarios as
evidenced by the provisions of Florida Statutes chapter 149 and
can be expected to continue so to do, and
WHEREAS, Article VII, section 18 of the Florida Constitution
requires the State to identify a funding source in the event of
mandating the expenditure of funds, and
WHEREAS, several counties of the state have already been
given approval to levy a sales tax to finance health care
services, and
WHEREAS, Monroe County is desirous of establishing clinics
for the delivery of primary health care services to its less
fortunate citizens but lacks the present ability to finance these
clinics, an
WHEREAS, the ad valorem real property taxes in Monroe County
are already overburdened by the necessity of financing a
disproportionately large share of the educational budget due to
the unfairness of the revenue-sharing formula for state
educational funds as applied to this County, and
WHEREAS, the County would submit any such authorization to
levy a sales tax for health care to a public referendum, now,
therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, as follows:
1. That said Board does hereby request its legislative
delegation to sponsor legislation authorizing Monroe County to
levy a sales tax for the purpose of financing primary health care
clinics and other health services for the indigent and low-waged
citizens of the County.
2. That the Clerk of said Board is hereby directed to
forward a certified copy of this resolution to Monroe County's
Legislative Delegation.

Monroe County, Florida, at a regular meeting of said Board held
on the 10th
