RESOLUTION NO. 262_1982 RESOLUTION APPROVING THE CONTRACT ENTITLED PURCHASE OF PROFESSIONAL SERVICES BETWEEN MONROE COUNTY AND SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM FOR OCTOBER 1, 1982 THROUGH SEPTEMBER 30, 1983. WHEREAS, the Contract for Professional Services for the Fiscal Year October 1, 1982 through September 30, 1983 has been presented to the Monroe County Commission, and WHEREAS, said Contract is necessary for the purpose of compensating the C.E.T.A. administrative personnel of Monroe County, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that said Contract dated by and between the South Florida Employment and Training Consortium and Monroe County be and the same is hereby approved. Passed and adopted by the Board of County Commissioners of Monroe County, Florida, at a regular meeting of said Board held on the 4th day of October, 1982. County Administrator, County of Monroe Date APPROVED AS TO FORM AND (d ATTEST: Lucien Monroe County Cl erk ~,3 WORK PLAN COUNTY OF MONROE LIAISON SERVICE The County of Monroe, in accord with the Professional Services Agreement for which this Work Plan is made a part, shall provide the following Liaison Services: 1) Represent the County of Monroe and its interests in SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM meetings related to: Meetings convened by the Executive Director Meetings of planning councils and any other meetings required pursuant to the Department of Labor and/or Consortium policies Operations meetings, when requested Liaison meetings Audit Appeals Hearings convened by the S.F.E.T.C. Executive Director at the request of Sub-Grantees Funding Appeals Hearings requested by participants of the S.F.E.T.C. Request for Proposals (RFP) process 2) At the request of the County of Monroe's Consortium Representative, sit in said representative's stead, when appropriate, at Consortium meetings. Since the Consortium Representative, authorized and appointed by the County of Monroe Commission, is the County Administrator of Monroe County, it is understood that the County Administrator shall generally attend and represent the County of Monroe at meetings of the SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM. 3) Advise the Elected Officials of Monroe County or designee of all Consortium policies, procedures, determinations, and results of staff research, reports, meeting agendas, and related informa tion. 4) Provide summary reports of Department of Labor Instructions, Rules and Regulations, and such other information as may be appropriate. 5) Represent the County of Monroe and its interests in the development of a Consortium Policy Manual. 6) Assist in all Audit Resolutions and/or Debt Collection responsibilites. 7) Assist in resolving all issues of non-compliance pertaining to programs operated by Monroe County. Monitor program progress in enrollments, placements, and expenditures. Facilitate program implementation in Monroe County. 8) Instruct Monroe County program staff on all SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM policies and procedures. 9) Provide such other services at the direction of the County Administrator of the County of Monroe. 10) Review all policy matters submitted by the SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM staff to the Consortium Board including but not, limited to: Position Papers, RFP specifications and rating instruments, funding decisions and S.F.E.T.C Administrative and Intake Budgets. 11) Provide the Executive Director with other over-all program planning and implementation support. / ( DGET DEP.\RnIE:-':T EXPENDITURE JUSTI FICATION MONROE COUNTY GOVERNMENT FL!\'D 2.
