WHEREAS, the BOARD OF COUNTY CO~~ISSIONERS OF MONROE COUNTY,
FLORIDA, has received an application from MARVIN TEGET
WHEREAS, in compliance with State Statute, it is necessary
as part of the permitting procedure to read the following Biological
Assessment into the Record as follows:
The applicant proposes the placement of 250 cubic yards of
riprap (limerock boulders) along the shoreline of a residential
lot. Of this amount, 100 cubic yards would be palced below MHW.
The width of the riprap revetment proposed would be a maximum of
10 feet. The length of this revetment would be 60 to 70 feet.
The proposed riprap would supplement a small amount of riprap
presently found at the base of the shoreline escarpment (erosion
line). The purpose of the proposed riprap is apparently to
provide an adequate setback from the shoreline to meet Monroe
County building requirements.
Also proposed as part of this application is the construction
of a !495 square foot dock.
The applicant's lot is situated on the eastern shoreline of
Stirrup Key subdivision, fronting Florida Bay. This subdivision
was created in large part from wetlands, hence requiring large
amounts of fill which now borders fringing mangroves near MHW.
In the applicant's case, fill was apparently placed up to the
approximate MHW line and a riprap berm was constructed at the
waterward edge of the fill. Over the last five years, this shore-
line has eroded, with some of the riprap berm and fill falling
in. In this way the MHW line has apparently been pushed slightly
further waterward and a five to ten foot wide rubble shelf has
been created landward of MHW.
To the south of the applicant's lot, there presently exists a
narrow circulation cut. On the opposite side of this cut, a
house is found. To the north, there is no present development.
A mangrove fringe borders the majority of this shoreline.
Over the northern 30-40 feet of the applicant's lot, the shoreline
displays a red mangrove (Rhizophora mangle) fringe, some ten feet
in width. The remainder of this shoreline, to be riprapped,
displays a limerock rubble intertidal area estimated to be 20 feet
in width (or which the landward five to ten feet is covered only
on extreme high tides.
Within the intertidal zone, a varity of horn shells (Batillaria
sp. and Cerithidea sp.) were observed. The higher reaches of
this shoreline possess sea purslane (Sesuvium portulacastrum) .
The primary impact of concern is the exclusion of a shoreline
mangrove fringe as a result of riprap placement. Although a
stabilizing fringe would be expected to come in over a long
period of time along this shoreline, it is felt that the pro-
posed riprap will provide adequate stabilization in place of a
mangrove fringe, while providing additional shoreline habitat
and substrate.

A. The applicant proposes the placement of 250 cubic yards of
riprap (limerock boulders) along the shoreline of a residential
lot. Of this amount, 100 cub i c ya rds wOllld be p laced be low MHW.
The width of the riprap revetment proposed WOllld be a maximum of
10 feet. The length of this revetment would be 60 to 70 feet.
The proposed riprap would supplement a small amount of riprap
presently found at the base of the shoreline escarpment (erosion
line). The purpose of the proposed riprap is apparently to
provide an adequate setback from the shoreline to meet Monroe
County building requirements.
Also proposed as part of this application is the const~uction
of a ~495 square foot dock.
B. The applicant's lot is situated on the eastern shoreline of
Stirrup Key subdivision, fronting Florida Bay. This ~llbdivision
was created in large part from wetlands, hence requiring large
amounts of fill which now borders fringing mangroves near MHW.
In the applicant's case, fill was apparently placed up to the
approximate ~iW line and a riprap berm was constructed at the
watenvard edge of the fill. Over the last five years, this shore-
line has eroded, with some of the riprap berm and fill falling
in. In this way the MIIW line has apparently been pushed slightly
further waterward and a five to ten foot wide rubble shelf has
been created landward of MHW.
To the south of the applicant's lot, there presently exists a
narrow circulation cut. On the opposite side of this cut, a
house is found. To the north, there is no present development.
A mangrove fringe borders the majority of this shoreline.
C. Over the northern 30-40 feet of the applicant's lot, the ~horeline
displays a red mangrove (Rhizophora mangle) fringe, some ten feet
in width. The remainder ot thIS sfiorellne, to be riprapped,
displays a limerock rubble intertidal area estimated to be 20 feet
in width (of which the landward five to ten feet is covered only
on extreme high tides.
Within the intertidal zone, a variety of horn shells (Batillaria
sp: and Cerithidea sp.) were observed. The higher reaches of
thIS shorelIne possess sea purslane (Scsllviuffi portulacastrum).
Further offshore (below the approximate MLW line) t turtlegrass
(Thalassia testudinum) and red algaes were observed.

D. The primary impact of concern is the exclusion of a shoreline
mangrove fringe as a result of riprap placement. Although a
stabilizing fringe would be expected to corne in over ~ long
period of time along this shoreline, it is felt that the pro-
posed riprap will provide adequate stabilization in place of a
mangrove fringe, while providing additional shoreline habitat
and substrate.
