as part of the permitting proceDure to reaD the following Biological
Assessment into the RecorD, as follows:
The applicant is proposing the construction of a bulkhead along a
residential shoreline. Also proposed is backfill behind the bulkhead
and riprap at its base.
The bulkhead would be constructed along an eroded shoreline shelf for
a distance of 5-10 feet waterward of the upland escarpment (erosion)
line. Approximately 90 cubic yards of backfill and riprap would be
deposited, of which the majority would be placed below MHW. The
riprap would apparently be placed below MLW.
The bulkhead would be cantilevered over the water for three feet, apparently
provided deep-water boat mooring.
The project site is located on the western side of Summer1and Key near
Kemp Channel within what is referred to as Summer1and Cove.
Summer land Cove has been extensively developed for single family resi-
dences with a network of inland artificial canals and a perimeter channel
which provides deep-water access for the residential community.
Since the excavation of the offshore perimeter channel, some erosion
has occurred along the entire shoreline, leaving a somewhat barren,
1imerock rubble intertidal area. There is no significant mangrove
fringe along this shoreline, although buttonwoods (Conpcarpus erecta)
are found in scattered numbers.
The property adjacent to and to the left of the applicant's site
(looking toward the water) has been bu1kheaded and backfilled to the
edge of the offshore ledge (t5 feet waterward of MLW). In the opposite
direction, and two lots down, a similar situation exists.
The applicant's lot possesses 60 feet of shoreline, t15 feet in width
from the erosion line to the edge of the offshore peripheral channel.
Of this total width, approximately 5- 7 feet is nearly permanently
covered with water. This area supports sparse green a1gaes (Batophora so.)
and red a1gaes (Laurencia sp.). A small school of anchovies (Anchoa sp.)
and several small grunts (Haemu1on sp.) were observed here.
Above the permanently submerged offshore shelf, a 1imerock rubble inter-
tidal area is encountered (t10' wide). This area is basically void of
any vegetative colonization. Above MHW, in the vicinity of the erosion
line, several small buttonwoods have become established. Apparent
attempts to stabilize this shoreline were observed in the form of con-
crete slurry deposits.

Due to the relative absence of any present shoreline stabilization (i.e.
mangrove fringe, submergent seagrasses, etc.) the proposed project
would not be expected to impact biological resources of water quality.
Although some submergent a1gaes would be eliminated in the short term,
the long term result of riprap placement and shoreline stabilization
would be to increase shoreline habitat and to encourage more permanent
floral and faunal colonization.

INTRODUCTION:
This application is to be reviewed by the Board of
County Commissioners in accordance with Chapter 19-1ll(a)(5)
of the Monroe County Code; fill below the mean high water line.
DISUCSSION:
According to the attached Department of Environmental Regulation
report, a 60 foot long cantilever seawall with a 3 foot overhang is
proposed along the applicants' waterfront property (a modification
of the Monroe County application). The seawall will extend 5-10 feet
waterward from the erosion line of the previously filled upland.
In addition, the applicant proposes to need a total of 90 cubic
yards of backfill and rip-rap (the rip-rap will be placed at the
waterward base of the seawall).
The attached Department of Environmental Regulation report
discusses this project in greater detail and should be read for
additional information.
EVALUATION:
No long-term adverse environmental impacts are expected as a
result of this project.
RECOHMENDATIONS:
Approval with the condition that this seawall be constructed
to connect and align with the seawall of Lot 18.
