The goal will be accomplished by filling in the landward most 15 ft. of a boat basin pre- sently located on the property. Additionally the sides of the unfilled section of the boat basin will be seawalled. In order to accomplish the proposed work a315 ft bY124 ft. (0.0083 ac.) section of the boat basin will have 100 yd. of fill placed in it. Virtually all of the fill will be placed waterward of the mean high water (MHW) contour. Approximately 75 ft. of seawall will be required to line the sides of the boat basin after it is altered. The necessary fill will be brought to the site by truck. No description of how the work will be accomplished or proposed techniques to maintain water quality during construction were supplied with the application. The project site is located near the northeast end of Lower Matecumbe Key in the Davis Shore subdivision. Approximately 75% of the lots within the subdivision are developed with single family residences. A system of dead end canals provides navigational access to every lot in the sub- division. Apparently as part of the original design of the canal system, a boat basin was built on every lot. The canal system connects to Florida Bay near the Lignumvitae Key Aquatic Preserve. Florida Bay in the vicinity of the project site is designated as Class III waters (Chapter 17-3.081 and 17-3.161, Florida Administrative Code), The aquatic preserve has the additional designation of Outstanding Florida Waters. Adjoining the north side of the project site is a two story private resi- dence which enjoys a boat basin. A vacant lot which also possesses a boat basin bordering the south side of the project site. The west side of the project site is bordered by an unpaved road. A narrow canal runs along the east side of the project site. The applicant's property consists of a 100 by 75 ft. lot (0.17 ac.) with the short axis parallel to the canal. The lot has recently been cleared such that vegetation consists of pioneer grasses and few trees which were allowed to remain. Substrata on the lot consists of Key Largo Limestone Caprock with a thin layer of soil and crushed rock fill in low spots. The elevation of the lot is approximately 2 ft above MHW. Near the center of the canal shoreline of the lot a 25f ft. by 40f ft. boat basin is found. The long axis of the boat basin is oriented per- pendicular to shore. Depth within the boat basin is approximately 5 ft. mean low water at the mouth and shallower at the landward end. The applicant's estimate appears to be high. Vegetation along the sides of both the canal and boat basin consists of red mangrove (Rhizophora mangle), and white mangrove (Laguncularia racemosa) trees. Vegetation within the basin is dominated by filamentous bluegreen algae and Enteromorpha sp. Water quality within the canal and basin appeared to be low as would be expected for a dead end canal system. A layer of putrescent organic debris was observed on the boat basin floor. Resolution Ron Jackson Page Two Temporarily elevated levels of turbidity, dissolved organic compounds and particulate organic compounds can be expected to result from construction related activities. These impacts are likely to be severe enough to degrade the nearby waters below state water quality standards. The proposed work will permanently eliminate 0.0083 ac. of wetlands. The work will simultaneously reduce the size of a source of pollution. Zoning: RU-l Introduction: This application, which proposes to place fill below the mean high water (MHW) line, should be reviewed by the Board of County Commissioners, pursuant to Section 19-1ll (a) (5), of the Monroe County Code. Discussion: The applicant proposes to construct a vertical bulkhead seawall on an existing boat basin and place l6l c.y. of crushed limerock fill behind the proposed. seawall. The basin is approximately 30 feet wide and 40 feet long, adjoining a residential canal. The proposed bulkhead and fill will reduce the overall length by l5 feet, creating a 30' x 30' basin. The purpose of the proposed bulkhead and fill is to extend available upland and stabilize the shoreline. A site inspection was conducted on July 20, 1983. Water quality in the basin and the adjoining canal is poor. Floating algal mats and turbidity indicate poor flushing, contributing to a stagnant condition. The sparse bottom vegetation consisted of mixed algal species and decomposing vegetation. The attached Florida Department of Environmental Regulation biological re- port addresses this proposed project in greater detail. Evaluation: The partial filling of the boat basin will eliminate part of the submerged marine community on this site, resulting in a reduction of marginal marine habitat. Partial filling of the basin and stabilizing the shoreline has the potential to slightly improve water quality by decreasing erosion along the embankment. Recommendation: Approval: No dredging in basin or canal. Turbidity curtains to be used during construction. Note; A.C.O.E./F.D.E.R. permits are required. Temporarily elevated levels of turbidity, dissolved organic compounds and particulate organic compounds can be expected to result from • construction related activities. These impacts are likely -to be - severe enough to degrade the nearby waters below state water quality standards. The proposed work will permanently eliminate 0.0083 ac. of wetlands. The work will simultaneously reduce the size of a source of pollution.
