'0," , "- .....' , . ,\' ,,:" ~~: RESOLUTION NO. 118 -1993 A ~SOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, REQUESTING THAT THE FEDERAL GOVERNMENT DECLARE MONROE COUNTY A FEDERAL DISASTER AREA IN ORDER FOR THE COUNTY TO QUALIFY FOR FEDERAL FUNDING ASSISTANCE. WHEREAS, on March 13 and 14, 1993, Monroe County was affected by a powerful winter storm system that caused damage throughout Monroe County; and WHEREAS, the storm created residents by damaging several persons homeless; and WHEREAS, these damages include costs estimated to be in excess of $400,000 to public utilities, non-profit organizations, and government in Monroe County, and damages to structures and equipment, loss of facilities and equipment, as well as equipment, vehicle and manpower costs for debris removal and restoration of services; and WHEREAS, Monroe County's commercial fishing industry has been sever1y impacted by this storm and this impact includes the potential loss of as much as 40% of the more than $24.7 million in equipment and commerce at risk; and WHEREAS, the commercial fishing industry provides the primary source of income to several thousand persons in Monroe County and significant portions of this income are also at risk resulting from the loss of equipment necessary for the harvest of stone crabs and spiny 10bster;and WHEREAS, the stone crab harvest at risk represents 12.6% of the total Florida harvest, and the spiny lobster harvest at risk represents 5.7% of the total Florida harvest and actual loss of harvest cannot be restored due to the coming close of season for the harvest of these shellfish; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that: a serious impact on Monroe County structures and leaving several Section 1. Under the authorities granted under F.S. 252.38(6) (e) (The State Emergency Management Act), and Monroe County Ordinance No. 028-1987, this Board hereby authorizes the Mayor of Monroe County to declare a State of Local Emergency and hereby requests the Governor of the State of Florida to declare Monroe County a major disaster area and to authorize disaster assistance available through the following state and federal programs: Individual and Family Grant Program; Public Assistance Program; Disaster Unemployment Assistance Program; Small Business Administration Economic Injury and Physical Disaster Loans for Businesses; Farmer's Home Administration Emergency Loans; Repair or Restoration of Private Nonprofit Facilities Grant Program; and other applicable disaster assistance programs as catalogued in Federal Emergency Management Agency (FEMA) publication Digest of Disaster Assistance Programs (DAP-21jJune 1989) for the purpose of assisting Monroe County residents, businesses, utilities, non-profit organizations and government in recovering from losses suffered and costs incurred as a direct result of the damaging effects of this weather system. Section 2. The Clerk of the Board is hereby directed to forward a certified copy of this Resolution to Governor Lawton Chiles, Senator Bob Graham, Senator Connie Mack, Representative Peter Deutsch, Senator Daryl Jones and Representative Ron Saunders. PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a regular meeting of the Board held on the 24th day of March , 1993.
