RESOLUTION NO. 189 -1983
A RESOLUTION DIRECTED TO THE DEPARTMENT OF NATURAL
RESOURCES OF THE STATE OF FLORIDA REQUESTING THAT
THE BEACH LOCATED ON UPPER MATECUMBE KEY AND KNOWN
AS MATECUMBE BEACH, CONSISTING OF THAT BEACH AREA
IMMEDIATELY SOUTH OF THE CHEECA LODGE BE CONSIDERED
AND ACQUIRED BY THE STATE OF FLORIDA AS A PUBLIC
BEACH.
WHEREAS, the beach area known as the Matecumbe Beach which is
located on Upper Matecumbe Key, Monroe County, and immediately
south of the Cheeca Lodge on Upper Matecumbe Beach is available and
ideal for use as a public beach, and
WHEREAS, said beach area is one of the few left in Monroe County
that is readily accessible and available to the public of the State
of Florida and Monroe County, and
WHEREAS, the County Commission of Monroe County does desire to
inform the proper state agencies of their desire to cooperate in the
acquisition of this property for the purpose of making it into a
public facility, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, as follows :
1. That the Department of Natural Resources of the State of
Florida be and it is hereby requested to acquire that certain beach
area located on Upper Matecumbe Key which consists of the beach
lands described as :
Those lands to the shoreline that are reflected in
T. I. I.F. Deed No. 23 , 451 recorded in Official
Record Book 609 at page 425; T. I. I. F. Deed No.
22, 218 , recorded in Official Record Book 609 at
pages 427 and 428; and T. I. I.F. Deed No. 22, 259,
recorded in Official Record Book 609 at pages
426 and 427 ; and to include that portion of Beach
Road to the shoreward being 80 feet in width and
located between the property described in T. I. I.F.
Deed No. 23 ,451 recorded in Official Record
Book 609 at page 427 and T. I. I.F. Deed No. 22, 218
recorded in Official Record Book 609 at pages
427 and 428.
Said lands are located immediately south of the Cheeca Lodge area.
2. That this beach is one of the few accessible and available
beaches left in Monroe County that is ideally suited for a public

beach area and for that reason it is urged upon the State that said
area be acquired at the earliest possible moment for this purpose.
3. That the acquisition of this beach property be made
through either "The State Endangered Land Program" or the "Save
Our Coast Program" .
4. That this parcel of land is reputed to be the first land
grant in Monroe County, Florida.
5. That the County pledges $100, 000. 00 as its contribution
to said acquisition, the same to be made available at the time the
State Cabinet informs Monroe County that said acquisition will be
made and the balance of said funds will be paid and provided by the
State of Florida. That said contribution can be made available at
any date when and if the State Cabinet indicates that it is acquir-
ing said property as a State Park for the use and benefit of the
citizens of Monroe County and the State of Florida.
6. That as part of the understanding resulting in this reso-
lution, Monroe County further indicates its willingness to construct
said park and maintain the same, if acquired and conveyed to Monroe
County. In the same vein, Monroe County will manage and operate
said park, if and when acquired.
7. That Monroe County does affirm that in the event the afore-
said "Matecumbe Beach" property is acquired for a public park and
conveyed to Monroe County as is contemplated by this resolution,
that the same shall continue and be a public park facility for a
period of time not less than twenty-five years from the acquisition
of the same.
8. That the Clerk of this Board is hereby instructed to for-
ward a certified copy of the resolution to the following members
of C.A.R.L. (Community Recreation. Lands) : Dr. Elton Gissendanner ,
Executive Director, Department of Natural Resources; Ms . Victoria
Tschinkel, Secretary, Department of Environmental Regulation;
Ms. Joan Heggen, Secretary, Department of Veteran and Community
Affairs; Mr. John Bethea, Division of Forestry, Department of

Agriculture; Mr. Ross Morrell, Division Director, Secretary of
State' s Office; and Col. Robert Brantley, Game. and Fresh Water Fish
Commission.
Passed and adopted by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held on
the loth day of vnhz.— , A.D. 1983.
