RESOLUTION NO. 108-1983
A RESOLUTION REQUESTING THE STATE ASSOCIATION
OF COUNTY COMMISSIONERS TO SUPPORT LEGISLATION
WHICH WILL PERMIT AN INCREASE IN MILLAGE BY
AMENDING CHAPTER 200 TO PROVIDE FOR MONIES TO
DEFRAY ANTECEDENT DEBTS CREATED PRIOR TO THE
PASSAGE OF THE SALES TAX ACT, SUCH DEBTS CREATED
BY A DIRECTION OF THE ADMINISTRATION COMMISSION
OF THE STATE OF FLORIDA.
WHEREAS, the Administration Commission of the State of Florida
has created antecedent debts by mandate of certain counties in the
State of Florida prior to the passage of the Sales Tax Act, and
WHEREAS, because the Sales Tax Act prohibits counties who secure
such sales tax from increasing their millage, even to retire legally
incurred obligations required by the Administration Commission, and
WHEREAS, the net effect of what has transpired is that the
Executive Branch of Government has created a debt foisted on the
counties and at the same time, the Legislature has, by enactment of
the provision of the Sales Tax, prevented said counties from a means
of liquidating said debts, now, therefore,
BE IT RESOLVED BY THE MAYOR AND COUNTY COMMISSIONERS OF MONROE
COUNTY, that:
The State Association of County Commissioners, by and through
its executive officers in Tallahassee, are earnestly requested to use
any and all means at their disposal to secure an amendment to Chapter
200 of the Florida State Statutes so as to relieve those counties of
the millage restraint or use of any other sales tax funds for the
purpose of paying antecedent debts created and imposed on said counties
by the Administration Commission and/or the Executive Branch of Govern-
ment.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe
County, Florida, at a regular meeting of said Board on the
